<br />The following call for ~he meeting was read:

<br />pu~ose ef rescinding' ~he contract for the purc~se of concrete
<br />pipe ~o be used in ~he propose~ wa~er line between Suffolk and
<br />Portsmouth ~d to authorize such action as ~y be necessa~ to
<br />substitute cas~ l~n pipe for the concrete pipe.

<br /> ~Mr. Lawrence asked unanimous consent' to present a resolution which was granted
<br />La~ence presentedthe following:
<br />
<br />"WHEREAS, ithas come to the attention of the 0ity Council of
<br />the City of Portsmouth that there isa possibility of the Securi-
<br />ties Exchange Oommission co,ceiling the Virginia Electric and
<br />Power Company to dispose of its transportation business; and
<br /> WHEREAS, the Virginia Electric and Power Company provides al!
<br />of the intra-city transportation in the 0ity of Portsmouth, and
<br />has fora number of years provided such transportation, to the
<br />satisfaction and for the convenience of the inhabitants of the
<br />City; and
<br /> WHEREAS~ the City of Portsmouth has entered into certain con -
<br />tracts with the said company which it is i~terested in h~?ing
<br />performed; and
<br /> ~HEREAS,~He need. for adequate and PrOper transportation within
<br />the City isvery necessary at this time, because of the l~rge
<br />increase of population and the activities occasioned by the Nation-
<br />al Defense Program. and an interruption in such service will cause
<br />much trouble both to the City and its inhabitants;
<br /> NOW~ THEREFORE BE IT P~LVED bythe Council of the City of
<br />Portsmouth, Virginia, that the National Securities Go,mission be
<br />requested not to require any change to be made whereby the Vir -
<br />ginia Electric and Power Company Will be denied the rimht to ten -
<br />der all parts of the service to the Oity of Portsmouth~which is
<br />now being rendered by it."

<br />On motion of Mr. Fox, said resolution was adopted, and by the following vote:

<br />Ayes: Leigh, Fox, Grimes, Hall, Howard, Hutchins, Lawrence,
<br /> Warren, Wilson
<br />Nays~ None

<br />Er. Fox presented the following resolution and moved its adoption:
<br />
<br />"WHEREAS, it has come to ~ur at~en~ion that a contract has been
<br />signed by the Mayor of the City of Portsmouth, Virginia, for the
<br />purchase of 30" concrete water pipe for the proposed water line
<br />between Suffolk and Portsmouth, in connection with Portsmouth
<br />water supply;
<br /> A~ WHEREAS,-there has been presented to the Council of the City
<br />of Portsmouth no contract for i~s considerationror has any such
<br />contract been approMed by the 0ounoil of the City of Portsmouth;
<br /> AND WHEREAS, no appropriation has been presented to or approved
<br />by the Oounoli of ~he City of PorSsmouth for any amount for the
<br />purchase cf pipe of any ch~acter;
<br /> NOW, THEREFORE BE IT RE~OLVED, by the Council of the City of
<br />Portsmouth that ~he Mayor be and he is hereby instructed and di -
<br />reoted to communicate~ at once, ~ith any parties interested in any
<br />such con~ract and advise that the Council of the Oity of Ports -
<br />mouth has not approved any contract Sot concrete pipe, it being
<br />the opinion of a majority of the members of the City 0ouncil that
<br />cast-iron pipe will both efficiently and economically best serve
<br />the ~ater Department and the City of Portsmouth.
<br /> BE IT FURTHER BESOLVED, that a committee consisting of Councilmen
<br />Geo~ L. Grimes and W.R. Hutchins be appointed to Proceed, without
<br />delay, to Washington and confer with ~he proper Federal officials
<br />and endeavor to arrange that only 30" cast iron pipe be used in
<br />the construction of the proposed water line between Suffolk and
<br />Portsmouth, Virginia."

<br />The following communication from the City Manager was read:
<br />
<br /> "Abou~ two years ago, we made application, through ~.P.A., for assistance to
<br />install a new thirty inch water main between Suffolk and Portsmouth~ After due consideration
<br />by the Blch~ond and Washington offices, our application was rejected. We were unwilling to
<br />take 'No' for an answer, realizing the need for this pipe. Last year, we renewed the appli-
