<br /> - The colored citizens of Portsmouth, by reason of this Federal approorla~ion,
<br />have looked forward to~ tee eradication of our slums, breeding places of crime, vice and di-
<br />sease, with the hope of having these destructive ills greatly reduced° Until now, items in
<br />the press have depressed ra~her than encouraged the hope of relief. In many instances, these
<br />new items seemed only pacifiers preceding a pending disappointment. Tl~is anhappy situation
<br />can not possibly add to the contentment of a large part of the citizenry of our city~
