<br /> Minutes of regular me,ting held Nay 13th and special meeting of May 23rd, were
<br />read and ~oproved.
<br />
<br /> Privilege of the floor was granted Hr. R. R. Beaton, W~oasked for an appropria-
<br />tion of $~00.00 to ~urchase uniforms for the Portsmouth Unit of Virginia Protective Force.
<br />
<br /> Notion of Hr. Grimes to refer to a committee of three with the City Manager,
<br />with power to act, was adopted.
<br />
<br />The Chair appointed Hessrso Pox, Howard and Grimes on said committee.
<br />
<br /> Privilege of the floor was granted Hr. T. A. Willett, who presented the fol
<br />lowing~

<br /> UWe, the 0ommittee appointed by the Mayor to make asu.rvey of the situation in
<br />Portsmouth and~to make~recommendations relative to facilities in this City for the recreation
<br />of enlisted personnel as well as defense ~orkers, in compliancewlththe request of the Govern-
<br />ment, recommend the fol!o.wing:
<br /> (1) That ~he City of Portsmouth donate the Wythe Street playground as a site
<br /> for the, Portsmouth Reoreations~l Defense Building to house white enlisted
<br /> men .and defense workers. Thls building will accommodate the following
<br /> activities.
<br /> (a) One floor to house eight (8) pool tables, twelve (12) bowling al
<br /> leys, .reading club room, cold drink bar and lnnch counter, ladies~ rest
<br /> room, men~s rest room, three ~undred .(300) lockers, with necessary ~ow-
<br /> ers, wash basins and ~oilet facilities, barber shop, office ~ace for ad-
<br /> ministrative staff.
<br /> (b) Dance floor and auditorium~ith acpompanying check room for hats
<br /> and coats, to accommodate 1,COO couples.
<br /> (o) One floor to consist of 30 to~O rooms with furnishings and atten-
<br /> dant toilet and bat?~ng facilities for rental to men of the military
<br /> service and their visitors, and to newly arrived defense workers.
<br /> (d) Grounds adjacent to the building to be prepared for tennis courts
<br /> and sofths~l courts and other forms of outdoor recreation.
<br /> (e) Indoor games such a s badminton, ~able tennis, volley ball, etc.,
<br /> to be taken care of in the' auditorium~ when it is no~ in use for other

<br /> Building and equipment to be furnished by the Federal Government a~ an
<br /> estimated cost of about $350~OOO. 00~
<br /> (2) That the City of Portsmouth donate property adjacent to Norcom.High
<br /> School as a site for ~he Recreational Defense Building for colored.
<br /> This building to accommodate the following activities~
<br /> (a~ Dauoe floor and auditorium with attendant facilities to accommo-
<br /> date 200 couples°
<br /> (b) One floor to house four bowling alleys, eight pool tables, cold
<br /> drink bar and lunch counter, rest rooms for men and women, fifty lock-
<br /> ers with attendant showers, wask rooms and toilet facilities, office
<br /> space for admi~stratlve staff, and reading club room.
<br /> (o) Five rooms with furnis?~ngs and necessary toiles facilities for
<br /> rental to men of the military service and newly arrived defense workers.
<br /> Building and eGuipment ~o be furnished b~ the Federal Government at an estimated
<br /> cost of about $75,000.00
<br />
<br /> (3) Thn Oommittee recommends that the City appropriate the sum of $3,600.00 for a
<br /> P~creational Director.

<br />Tho following communications from the Acting 0ity Manager were read:

<br />"WHEREAS, the City of Portsmou~hhas applied for and been granted a
<br />project under the Works Projects Adminlstratic~, bearing Project
<br />~O.P. 165~1-3t-244, covering ~he construction of a 30" water supply
<br />main between Suffolk and Portsmouth, and
<br />WHEREA~, this project calls for an estimated expenditure of
<br />$375,0oo. oo by the Federal Government, and $125,000.00 by the City
<br />of Portsmouth~
<br /> THEREFORE, Be it Resolved by the0ouncil of the City of Portsmouth,
