I was advised by the Police Department 'chat t. fro Cup was convicted
last August of selling beer on Sunday, and my interpretation of this provision of the ordi-
nance is that it applies to the case in question. The City Attorney is of the opinion that
beer ds li. quor, &nsofar as the intent of this ordtnance is concerned. Mr. A.A. Bangel,
Counsel for t~r. Cup, has conflicting ideas on the interpretation of this law, and I request
that the City Council give Mr. Bangel an opportunity to ~opear before them.
~ou will note that Mr. Cup was convicted under the Sunday Beer Law,
last August, s~ud, under the law, as now written, was permitted to remain in business until
the cuestion of new license, due May let, came UP-
I respectfully recommend tbmt the City Attorney be inst~acted to pre-
pare an s~mendment to the License Tax Ordinance, which will strictly define the intent of the
City Council~. end provide more speedy action for the ~oplication of the law.~

for }ir. Cup.
Privilege of the floor was granted Mr. A~ A. Bangel~ v/no requested a license
2nd ~ ~It has been brought to my attention tMat~ under ~me law, there are
now two t~es of regulations covering infractions of the parking laws. One of these regula-
tions concerns parking violations in metered zones, and provides for a $1. O0 mandatory fine.
Infractions of these parking laws in other areas are covered by a regulation ~¢nich imposes
a summons smd police court trial°
! do not believe that any distinction Should be made between the me-
tered zones and other parking places, ~ud I further believe t~t we can secure more co-opera-
tion from the motoring public if we make the traffic laws equitable°
I respectfully recommend that the City Attorn.ey be instructed to pre-.
pare an amendment to the traffic laws which will p~ace all parking areas on the same footing,
-~th the P~gh St. metered area, w~zch carries the $1.O0 penalty,~

Mo~ion of Mr. Hutchins to concur in the 1.ianager~s recommendation, was adopted.
fact that., in the past twelve months, the ~number of buses has Increased from ~_fty to sixty-
three, a problem nas been created in smoothing out the traffic around the bus loop.
We have cleared up certain minor difficulties within the past few
weeks, v~ch has been a great helm, but the greatest bottle-neck is Crawford St., from High
to County St. ~me Safety Commission, with thg co-opera~on of business men in these blocks,
have made a study w?~ch ~hey have presented to me, and I respebtfully recommend that the fol-
lowing regulations be put into effect~ on the west side of Cra~ord St., between High and
County Sts~
lo T~t no parking be allowed on the west side of
Crawford St., between High and County Sts.
2. That all merchmuts and jobbers on tb~s side of
the street be allowedto load and unload at e~l
times, in this area, in a parallel position,
3- ~nat I be authorized to notify the Seaboard Air
Line .Railroad that no freight cars will be al-
lowed to park or be unloaded on Crs~'ford St.,
between High and County Sts.
The purpose of these regulations is to smoo~u out the traffic on the
bus loop and the effect will be felt throughout the entire business district.
I am indebted to interested business men located in this area for
their work in securing co-opera, ion of all parties affected.~
problem to us,. in keeping our dumps in a sanitary and sightly conditim, and at the same tim~

fit for us to operate our trucks over.
l~fe have been trying to _handle
rental of a caterpillar bulldozer.
~is method is no~ economical
securing the rental of tluis type of machine.

this with labor mud the occasional
