This conditisn has been greatly aggravated by recent dumpings of decaying vege - <br />table matter. Such a procedure is a menace to the health of the residents in the-affected area. <br /> Wes therefore~ request that the City Council take steps to insure a con - <br />trolled use of suitable filling and the elimination of all perishable matter from the material <br />used in. this project. <br /> <br /> (Signed) J. Lester Sullivan and sundry others." <br /> <br /> The following petition was read~ <br /> <br /> ~We, the undersigned who are all the operators of indeosndent for hire cars in <br />the City of Portsmouth, do respectfully petition your Honorable Body t~at we be allowed to ope- <br />rate each one additional forhire c arw~ch would total eight additional for hire ears in the <br />City of Portsmouth, which we believe are necessary to supply the needs of the increased popula-! <br />tion and defense activities in this City~ <br /> We believe if ~uoh pe~mission is given or permits issued for additional for- <br />hire cars that we are entitled to have these permits issued to us for the following reasons: <br /> We are all long resident~ of the City of Portsmouth and very exp_erienced in <br />the operation and management of for h~re cars. We are thoroughly familiar with every street and <br />locati~in the City of Portsmouth and consequently? are in a posCtion to carry strangers or other <br />oeoole to any location by the shortest r~ute a~ the least~o~s~ble e.xPense. <br />~ p~emium for liability insurance on each car ~nat is opera~e~ oy us oesidee carrying o~ner <br />necessary insurance on our cars and all cars are equipped with every safety appliance. All of <br />us snd our employees have been operating for hire~rs~in the City of Portsmouth from three to <br />eighteen years, and have no police records and our cars are kept in excellent shape. Prior to <br />the influx of population in the City of Portsmouth, ~d the Defense activities, we _have operat- <br />ed these cars sometime at a very great loss to ourselves and at a very small profit~ ~t other <br />times, and desoite these facts we have continued to operate them for the benefit of the popula- <br />tion of the City of Portsmouth, and now that there is a demand for for-hire c ars, it is only <br />right ~nd Just that we should be given the benefit of this increase~ <br /> In ad~dtion to tn~se facts, we ask that earn of us be given the privilege of <br />operating one additional car and in return for these permits~ we would agree that this extra <br />car would not be allowed to stand parked On the street when idle, but would be kept at a loca- <br />tion nearby and when there was an empty space caused by the present cars which we have being <br />used, this soace would be filled by the cars for ~nich these permits would be issued and in <br />this manner-there would be no additiaual space taken ~o at the curb which would make the pres- <br />ent parking facilities less and ~aich are needed so badly now in this city. <br /> Whereas, if permits were issued to other people~ the new cars would simply <br /> take uo additions2 parking space and would necessarily decrease our ear~ngs as we would be <br /> able tS maintain these extra egos at a minimum cost, driving the car most of the time ourselves <br /> and thereby giving t~e ~ublic a much better service t~b~on if operated by strangers or persons <br /> inexperienced in the~operation of for hire cars. ~ne granting of these permits to us would <br /> follow out what has been done in most all cities of any size, that is to restrict the operation <br /> of for hire cars to persons ~no h~d already been ~oerating the same for the very good reason <br /> that necessarily business Of this character must come under police supervision and if spread <br /> out ~uy larger would give the police additional persons to supervise, whereas, at the present <br /> time we are well kno~n to the police department and they know the manner in which we conduct <br /> our business and tt~t we ~ll report promptlY to them anything that savors of the violation <br /> of tD~ law. <br /> We feel that we have really been a part of the public service to our own peo - <br /> ple ~nd to strangers who are now here and t~ we have, at all times, conducted our business in <br /> a manner which is a credit to the City, and if these additional permits were issued to others, <br /> it would sim~oiy mean a decrease in our revenue and more of a congestion at the for-hire car <br /> stands and knowing that we can operate them ~o a better advantage to our population, we fee~ <br /> that it is no more than right and just that these permits should be granted to us, and, there- <br /> fore, we petition that you give this request your earnest consideration ~ud decide ~hat is for <br /> the best interes~ of the great number of our people~who ~.ve to use for ~re cars.and we feel <br /> quite sure that if this is done you ~M_ll see the reason~ that we are in a position to, give the <br /> public better service t~n if additional permits are granted to others than those now operating <br /> for hire cars.
