<br /> Practically all of the data required is in the reoort on Sewage Disposal
<br />made by the Hampton Roads'Sewage Disposal Co~mission as of Narch 1937, ~ublished in House Doc-
<br />ument ~ll, issued by the Division of Purchase and Printing in 1938.
<br /> It is necessary now in the light of what has transpired since then to re-
<br />vise certain figures as given in this report. Ir'is requested, therefore~ that'in aecordance
<br />with section 21 of the act of the Assembly in relation to-Sanitation Districts, approved March
<br />3l, 1938, that the Sanitation Commission be furnished as soon as possible with the following
<br />information concerning your city or county, as the ease may be:

<br />Present estimated population
<br />Estimated population January !~ 1942

<br /> It is further requested that the cost of the projects necessary for the
<br />· relief of the pollution situation in your city or county, as the case may be, which figures are
<br />given in t~he forementioned r~port be revised so as to slow the probable present day cost due to
<br />the increase in population and to the increased cost of material and labor.

<br /> SANITATION COMMISSION FOR THE ALLOCATION OF $10,000,000.. OF
<br /> THE FUNDS APPRDPRIATED BY THE COMt47JNITY FACILITIES BILL.

<br /> 'WHERFAS, the Congress of the United States has recentl~
<br /> ~ d ~ ~ passed the Community
<br />Facilities Bill s~propri~ting ~150~000~O00. to assist ~ocal communities in defense areas in
<br />providing facilities to meet defense needs, including that of sanitation; and
<br /> WHEREAS, the said Hampton Roads Sanitation Commission, at its meeting on July
<br />2, 1941, adopted a resolution instructing its Cl~irman to make aoolication
<br /> ~ ~ =~ to the proper Feder-
<br />al authorities for an al=ocation of $10,000,000~ of said funds, or so much thereof as may ap -
<br />pear to be needed, for the purpose of safe-guarding the health of the men in the uniformed
<br />services and those working on defense projects, and their families, in the Hampton Roads De-
<br />fense area; and
<br /> %~5{EREAB~ as the result of the Nati~mal Defense program, there has been a great
<br />increase in the population of tl~is City, by reason whereof the problem of health, sanitation and
<br />sewage disposal has become greatly aggravated; and
<br /> Wi4EREAS, the adoption of this resolution is necessary for the usual daily opera-
<br />tion of the Department of Public Welfare, an emergency is set forth and declsmed to exist, pur-
<br />suant to Section 15 of the Norfolk Charter of 1918; therefore
<br /> BE IT RE~OLVED by th~ Council of the City of Norfolk:
<br /> SECTION l: - gnat this Council hereby endorses said application,
<br /> and respectfully requests that the funds applied for by said H~mo-
<br /> ton Roads Sanitation Commission be allocated as a grant to said
<br /> Commission for the purposes set forth in the resolution of said
<br /> Commission of July 2, 1941.
<br /> SEOTION 2: - That the City Clerk is hereby directed to transmit
<br /> a copyof this resolution to the proper Federal authorities and
<br /> to the 'Chairman of said Hampton Roads Sanitarian Commission.
<br /> SECTION 3: Tha~ this resolution, being ~u emergency resolution
<br /> shall be in effect from and after its adoption.
