August 26th. 1941. <br /> <br /> At a regular meeting of the 0ity 0ouncil, held on August 26th, at 7:00 P.M., <br />there were present: <br /> <br />Leslie T. Fox, George L. Grimes, Russell M. Ha~i, James-N. Howard, <br />Hutchins, Frank D. Lawrence, 0. E.Warren, Pearle J.Wilson and M.E. Haug, <br />City Manager. <br /> <br />l~Linutes of regular meeting held August 12th were read and approved. <br /> <br /> Privilege' of the floor was granted l~r. H. A. Brinkley,.Attorney for Mr.~.E. War- <br />wick, who asked permission to establiska general food store at~ 2OOS-!4High St. Mr. Brinkley <br />asked permission to withdraw Mr. Warwick~s request, which was, on motion granted. <br /> <br /> The follo~ng communications from the City ~&anager were read: <br /> <br /> let - "I am attaching hereto a letter from the City Attorney, concerning the <br />taxeso~ property owned by ~he Belt Line Land Oompany,~ on whichno taxes h~ve been paid since <br />1924. <br /> Inasmuch as the 0ity Attorney and the 0ity Oollector have very cs~efully! <br />tone into t~Is matter, I will respectfully recommend that the City Attorney's recommendation <br />tha~ $297,18 be refunded and applied to the back taxes now due, be approved by the City 0ouncil. <br />This will result in the collection of approximately $2,800.00 in back ~axes." <br /> <br /> Notion of Mr, Hutchins to concur in the ~anager~s recommendation and to appro <br />priate $297,18 to make said refund, was adopted, and by the following vote: <br /> <br />Ayes: Fox, Grimes, Hall, Howard, Hutchins, Lawre~ce~ Warren, Wilson <br />N~yso None <br /> <br /> 2n~ - "At the regular meeting of ~he Oity Council, on August 12th, ~he City <br />Manager was instructed to secure an estimate of the cost of improving the 0curt of Hustings <br />room. The request of the Judge and the Bar Association was that the Oourt of Hustings be reno- <br />vated and improved to make i~ comparable in looks and convenience ~o the newly renovated Norfolki <br />County Circuit Court. <br /> I have secured estimates as follows, to accomplish this work, ~nd will <br />recommend that an ~opropriation be made to cover same: <br /> <br /> Painting and decorating <br /> Venetian blinds <br /> Linoleum <br /> Seating <br /> Lighting, etc. <br /> Total <br /> <br /> Notion of Mr. Howard~o concur in <br />appropriation of $1,095.60 on its f~ret <br /> <br /> $ 45.oo <br /> 13s.6o <br /> 171.00 <br /> <br /> 260.00 <br /> <br /> the Manager's recommendation and to place an ~ <br />reading, was adopted. <br /> <br /> 3rd - "in addition to placing trailers under the zoning law, I find that it <br />will be necessary to place ~ome re~lation on trailers w:~ich may come into the 0ity and which <br />are now in tD~ Oity. <br /> I therefore respectfully request that an ordinance be placed on its <br />first reading, by caption, as follows: <br /> <br /> ~AN ORDINANOE DEFINING ANDREGULATING TRAILER CARS ANDAUTOMOBILE <br /> TRAILER GAMP~AND~PROVIDING A PENALTY FOR ITS VIOLATION~ <br /> I ~mrther recommend that the 0ity Council instruct the City Attorney <br />smd OityManager to prepare the above ordinance with~he ordinance recommended by the Btate <br />Health Department and the Virginia 0ouncil of Defense as a guide." <br /> <br /> Motion of~Mr. Hutchins to place said ordin~mce on its first reading, was <br />adopted. <br /> ~th- "Due to the great increase in the consumption of water and factors whichi <br />control th~ supply which has increased ~oproximately thirty seven million gallons per month in ~ <br />the last year, it will be necessary that t~he following appropriations be made to carry on the <br /> <br />balance <br /> <br />of ~his year: <br /> <br />Electric current <br />0hemicals <br />~ater sheds and supplies <br />Station Improvements <br />Tapping machines <br />Meter labor <br />New chlorinator <br /> <br />$ ll,OO0,OO <br /> 780.00 <br /> 3,700.00 <br /> 5o oo <br /> 13o.oo <br /> 6oo.oo <br /> l~SO~.OO <br />$ 18~bO.OO <br /> <br /> The amount originally provided in the budget for extensions and new <br />construction has been~exhausted and I will ask that an additional $30,000.00 be provided in the <br />budget for this item. <br /> i respectfully recommend that the above appropriations be made from <br />ou~rent funds." <br /> <br /> Motion of <br />$18,460.OO, for current expense <br />Water Department, was adopted. <br /> <br /> Hutohins to place on its first reading, an appropriation of <br />of the Water Department, and $30,000.00 for extensions in the <br /> <br />"Referring to the question of the employment of a recreational di - <br /> <br /> <br />
