At a regular meeting of the City Council, ?eld September 9th, 1941~ at 7:oo

<br />Minutes of~regular meeting held August 26th, were read and approved.
<br />
<br />The following communications from the City Manager were read:
<br />
<br /> let "I s~ attaching hereto letters from the Monroe Ward Garden Club, the
<br />%feet Park View Garden Club and the Portsmouth - Norfolk.County Federation of Garden Clubs, all
<br />of ~nich are in protest of the erection of bill boards by Consolvo & Cheshire, on the east side
<br />of ~ater St.~ between Queen and London Sts.
<br /> The above bill boards were duly advertised under the zoning law, to be
<br />transferred from the west side of Water $$reet %o the east side of ~¢ater Street and the Crc
<br />tests are in accordance with the provisions of said law." ' -
<br />
<br /> Motion of Mr. Fox to grant the request of Conso!vo and Cheshire, was adopted.
<br />
<br /> 2nd - "I am submitting two contracts which cover the construction and use of
<br />crossings over the Seaboard Air Line Railway tracks s~d right of way to the site of our new
<br />wate~ supply line from Suffolk.
<br /> One contract is between ~he Seaboard Air Line P~ailway and the City of
<br />Portsmouth and theother covers contract between the Lock Joint Pipe Comp~uy and the City of
<br />Portsmouth, to protect the city against any liability which may be incurred through the use of
<br />these crossings by the Lock Joint Pice Oo~oany.
<br /> These contracts have been ~proved by the City Attorney znd are simi
<br />lar to tho se entered into by us for the use of crossings over the Virginian Railroad, for the
<br />sams purpose."
<br />
<br /> 2,~tion of Mr. Hutchins to concur in the Manager's recommendation and that the
<br />proper officers be authorized to execute said contracts, was adopted.
<br />
<br /> 3rd - "As advised in former communications and authorizations, I have care -
<br />fully revised the budget and am-presenting herewdth an itemized list, by departments, covering
<br />our deficits up to June ]Oth and anticipated expenditures for the balance of the year.
<br /> I respectfully recommend that appropriations be made for the items as
<br />listed below:
