June 11, 1996 <br /> <br /> At a Regular Meeting of the City Council held on <br />Tuesday, June 11, 1996, there were present: <br /> <br /> Mayor Gloria O. Webb, Vice Mayor Johnny M. Clemons, <br />J~unes C. Hawks, James T. Martin, Cameron C. Pitts, P. Ward <br />Robinett, Jr., Ronald W. Massie, City Manager, G. Timothy <br />Oksman, City Attorney. <br /> <br /> Vice Mayor Clemons opened the meeting with prayer which <br />was followed by the Pledge of Allegiance to the Flag. <br /> <br /> Mayor Webb called the meeting to order and welcomed all <br />in attendance. <br /> <br /> Motion of Mr. Clemons, and seconded by Mr. Pitts, to <br />approve the minutes of a Called Meeting on May 28, 1996; a <br />Regular Meeting on May 28, 1996; and was adopted by unanimous <br />vote. <br /> <br />96-204 - Presentation to Mayor Gloria O. Webb and Councilman <br />James C. Hawks for faithful City Council service. <br /> <br />96-205 - Non-Agenda Speakers <br /> <br />1. Minister Rafid Zaidi, 506 Dinwiddie Street, spoke on the <br />Section 108 Loan application by PRHA for renovations to the <br />Holiday Inn. <br /> <br />2. Dr. Sayegh Emil, 3104 Garland Drive, opposed the closure <br />of Portsmouth General Hospital. <br /> <br />3. Jean Woody, 406 Biltmore Place, opposed to the closure of <br />Portsmouth General Hospital. <br /> <br />4. Clyde Nixon, 45 Hobson Street, spoke on the positive <br />recognitions and awards received by the I. C. Norcom High <br />School Band. <br /> <br />5. Buddy Holloway, 305 Mohican Drive, spoke on problems with <br />the Showcase on Airline Boulevard. <br /> <br />6. Ronnie McMillan, 323 Mohican Drive, spoke on continued <br />problems with the Showcase on Airline Boulevard. <br /> <br />CITY MANAGER'S REPORT <br /> <br />96-206 - Letter from the City Manager presenting for <br />Council's consideration an ordinance to a~end Chapter 2 of <br />the City Code by adding Sections 2-471 through 2-476, dealing <br />with an Ethics Commission. <br /> <br /> "In response to your direction at the last City Council <br />meeting, please find attached an ordinance creating an Ethics <br />Commission. This ordinance is submitted for your <br />consideration and in accordance with your request." <br /> <br /> Motion by Mr. Pitts, and seconded by Mr. Clemons, to <br />adopt an ordinance. <br /> <br /> Substitute motion by Mr.'Hawks to defer consideration of <br />the ordinance to the July 9, %996 City Council meeting, but <br />the motion died due to the lack of a second. <br /> <br /> Motion by Mr. Martin, and seconded by Mr. Robinett, <br />defer consideration to have a Public Work Session for <br />discussion by City Council in July, and was adopted by <br />unanimous vote° <br /> <br />to <br /> <br /> <br />
