<br /> 2nd - uAt the last meeting of the City Council, ~ letter from A~miral J.E.
<br />Taussig, Chairman of the Hampton Roads S~nitation Commission was read, stating that the ~eder-
<br />al Works Authorities had advised him that they would make an allocation to the Hampton Roads
<br />Sanitation Commission but would not recommend that any funds be made available to the indivi-
<br />dual communities for sewage disposal works.
<br /> On September 29th, I wrote Col. M. E. Gilmore, Director, Defense
<br />~ublic Works Administration, advising him of Admiral Taussig~s statement and requesting
<br />we be advised as to the status of our request for funds for sewage disposal works under the
<br />project proposal submitted by us for this purpose. Not receiving ~uy redly to this letter, I
<br />again ',~ote him~ on October 10th, requesting a reply before this date. No reply has been re-
<br />ceived to date. Since these letters were w-ri~ten, the press reports that an allocation of two
<br />and one half million dollars has been made to the Hampton Roads Sanitation Commission.
<br /> I will ~therefore request that, in view of the importance and urgency
<br />of tills matter, the City Council arrange to meet ~th the Norfolk County Board of Supervisors
<br />and appoint a joint committee which c~u proceed to Washington, contact our representatives
<br />~ud senators, and interview the proper authorities."

<br /> 3rd ~At a meeting of the City Council, held May 28th, !940, theCity Mana-
<br />ger was authorized to acquire the land in the block bounded by Sixth, Madison, Seventh end Ed-
<br />wards Sts., by sale of some lots for taxes and purchase of other prcperty~ On September 13th,
<br />we sold nine lots in t~is BloCk belonging to the L, Kootz Estate, under Chancery Court proeee&
<br />ings, ~ud bid theproperty in, in the name of the City.
<br /> The land belonging to ~e H~nes Estate, in this block, and eleven
<br />lots across Seventh St., to the west, were bought by George To McLean and C. Eo Ruesell before
<br />the City had an opportur~tty to sell for taxes. They have agreed to sell this property to the
<br />City for $3~000.00, whidA they claim.is what the property cost them, olus legal exoense and
<br />some improvements put on the land. This prooerty is now assessed at-$3,210.00. ~ne tot in
<br />this block, 40 x lO0~, is owned'by M.J.B!achm~an~ and can be acquired f~r $!00o00 plus back
<br />taxes amounting to $70.0Io This lot is assessed for $200.OO. 'Another lot, MO x ll6~ is owned
<br />by James E. ~rgan, which can be acquired for $125o00 and is =esessed at ~150.00.
<br /> Mr. Garland Cu!pepper now has a three year lease with the privilege
<br />of two year renewal, with George T. McLean and C.E. Russell. This lease contenTplates certain
<br />improvements which would not be to the advantage of the City to construct~ such as filling
<br />station, fences and improvements. He will surrender this lease, provided the City will enter
<br />into a new lease at a r~ntal of $62~50 per month for the land without improvements.
<br /> I recommend that the City purchase the property at the above prices
<br />and tha~ I be authorized to execute a lease for the land with Mr. Culpepper for a term of
<br />three years with the privilege of two year renewal~ provided the National Emergency warrants
<br />the use of the property for parking purposes for that period of time.~
<br />
<br /> Motion of Mr. Warren to concur in the Manager's recommendation and to place
<br />an appropriation of $3,295.00 for said purpose on its first reading, was adopted.
<br />
<br /> 4th.- ."I am attaching hereto a letter from Admiral Gygax, Commandant of the
<br />Navy Yard, concerning a subaqueous water connection with the City of Norfolk, in order to
<br />guard against the possibility of s~ootage to the Portsmouth water system.
<br /> T~is letter is self-explanatory as to the cond~tions under which
<br />this pipe will be laid ~ud I will recommend that the City Attorney be instructed to prepare
<br />suitable resolutions to be adopted by the councils of the City of Norfolk and the City of
<br />Portsmouth, for our protection."
<br />
<br /> Motion of Mr. Howard that the City Attorney prepare a resolution on this sub
<br />Ject so as to protect the City's interest, was adopted.

<br />of Mrs. Catherine Skeeter, wife of the late Luther Skeeter,
<br />retired firemen, for a pension~ was referred to me.
