<br />"WHEREAS, a letter from Rear Ad~!ral Felix X. C-ygax, in the following
<br />words, was submitted to the City Council at its meeting on October
<br />l~tn~ 19~l~ to wit:
<br />
<br />~The Yard is considering the advlsabi~ity of
<br />installing a subaqueous water connection with
<br />the City of Norfolk in order to ~ard a~ainst
<br />the possibility of s~ootage to the Portsmouth
<br />wa~er system. If t?~!s were done~ the Tard would
<br />continue to purchase all of its wster from the
<br />City of Portsmouth except in case of breakdowns~
<br />when the valve ~o the Norfolk supply would be
<br />open. It would not, therefore, be a matter of
<br />competition between~the City of Portsmouth and
<br />the City of Norfolk as to f'~nishing water for
<br />the Navy Yard, but purely a.matter of emergency
<br />~upply.
<br />I have taken this matter up with the City of Nor~
<br />folk and have been~informed that Section 3065 B
<br />of.the State 0ode prohibits the City of Norfolk
<br />from selling wa~er on the Portamouth side of the
<br />Elizabeth River without the approval cf the Coun-
<br />cil of ti~e City of Portsmouth having first been
<br />obtained, it is~ therefore, reouested that this
<br />matter be presented to the CounCil for its formal
<br />~oproval.~

<br />NOW, THEREFOr, BE IT RESOLVED By the Oo~uci~ of the City of Ports-
<br />mou%h that it gives i~s consent of the laying of the said pipe and
<br />the use of water from the Norfolk water system in case of emergency
<br />only, and only at such time as the Qity of ~ortsmouth is unable to
<br />supply.water to the United States N~rfolk Navy Yard°"
