<br />City of Portsmouth, s participation in the Fo~d Stamp Plan. This agreement Will be signea
<br />Jointly by Norfolk, Norfolk~Oounty, South No~folk andP,rincessAnne County and will be operated
<br />t_hrough a Joint aerealoffice. We estimate that our proportion of the total cost of operation
<br />will belbet~een $12OO.O0 and ~1500. OO a year. Th~cost is pro-rated'~ccording to the case load
<br />in e ach community and by this method the City of Portsmouth"ss hare Of the, co~st will be aporox-
<br />imately twenty per cent. ~ -
<br /> The Food Stamp Plan whioh will take place of the present Surplus ~ood
<br />distribution will, in my Opinion, be a decided advantage to the City. It will eventually cost
<br />us less than the present method of operation and will also be a decided advantage to the relief
<br />clients in that they will be able to get a greater variety of food stuffs.
<br /> ~Mrplus Food is available t~ families which have come under our Socia~
<br />Service Bureau and in the categories of General Relief, Old Age~Assistance, Aid to the Blind,
<br />Aid to Dependent Children and certain W.P.A.. clients. During the momth of October, ~? fami
<br />lies were certified for surplus commodl~ies.
<br /> I will recommend that this resolution be adopted and that provision
<br />be made in the 19~2 budget for the cost of operation."

<br /> THE FEDERAL FOOD ST~MP PLAN

<br /> WHEREAS, the City 0ounc~l has made application ~o the Surplus Market-
<br /> ing Administration of the United States Department of Agriculture for inauguration of the Food
<br /> Stamp Plan in this city; and,
<br /> WHEREAS, the Oity 0ouncil is desirous of sponsoring the above-men -
<br /> tioned program in this community, and is willing to provide its pro-rata share of the cost in
<br /> connection with the establishment and administration of said program in this community; and
<br /> WHEREAS, there has been submitted to the City Council of the City of
<br />Portsmouth, Virginia a proposed Memorandum of Understanding to be on, red into' between the ~ur-
<br />plue Marketing Admlnist~ation, an agency of the United States Department of Agriculture, the
<br />Virginia State Department of Publi, Welfare, Norfolk Department of Public Welfare, City of Nor~
<br />folk, Virginia, Portsmouth Department of Public Welfare, 01ty of Portsmouth, Virginia, South
<br />Norfolk Department of Public Welfare, City of South Norfolk, Virginia, Norfolk County Depart-
<br />ment of Public Welfare, Board of ~upervisors of the0ounty of Norfolk, Princess Anne County De~
<br />.partment of Public Welfare, the Board of Supervisors cf Princess Anne County, whleh Memorandum
<br />pertains to the inauguration and operation of the Food Stamp Plan in the Norfolk area, inc!ud~
<br />lng the City of PortSmouth, Virginia; and
<br /> ~HEREA~,' after consideration, it has been proposed that the 0ity
<br /> 0ouncit of.the 0ity of Portsmouth, Virginia, enter into said agreement$
<br /> NOW, THEREFORE, be it resolved by the 0ity Council of the City o f
<br /> Portsmouth, Virginia, tha~ M.E. Haug, Ci~y Manager of the City of Portsmouth, Virginia, be,and
<br /> is hereby, authorized and directed to execute the aforesaid Memorandum on behalf of the City
<br /> Oouncil of Portsmouth, Virginia, and ~o deliver said Memorandum to ~he said Su~ius Marketing
<br /> Administration."
