<br /> nWHEREA~, a letter from Rea~ Admiral Felix X. Gygax~ in
<br /> following words, was submitted to the City Council at its
<br /> meeting on October 14th, 1941, To wit:
<br />
<br /> 'The Yard is considering the advisability of
<br />installing a subaqueouswater connection with the City
<br />of Norfolk in order ~o guard against-the possibility
<br />of sabotage to the Portsmouth water system, If this
<br />were done, the Yard would continue to purchase all of
<br />its water from the City of Portsmouth except in case
<br />of breakdowns~ ~hen the valve to the Norfolk supply
<br />would be open. It would not, therefore, be smatter of
<br />competition between the 0ity of Portsmouth and the
<br />City of Norfolk as to furnishing water for the Navy
<br />Yard, but purely a matter of emergency supply.
<br /> I have taken this matter up with the City of
<br />Norfolk ~nd have been informed that Section 3065 B of
<br />the State Code prohibits the Oity o f No~folk from sell-
<br />ing water on the Portsmouth side of the Elizabeth River
<br />without the approval of theCouncil of the City of
<br />Portsmouth having been first obtained. It is, there -
<br />fore, requested that this matter be presented to the
<br />Council for its formal approval.,

<br />NOW, THEREFORE, be it resolved by the Council of the
<br />City of PortSmouth that it gives its consen~ to the lay-
<br />ing of the said pipe and the use of water from the Nor -
<br />folk water system in case of emergency only, and only at
<br />such time as the City of Portsmouth is unable to supply
<br />water to the United States Nerfo!k Navy Yard by reason
<br />of breakdown to the Portsmouth water system.

<br /> The following communication from the City Attorney was read:

<br /> "I respectfully report on the fo!lowlmg tax matters w~dch were referred
<br /> tO me.
<br /> First: Petition of the Woman's 01ub for rebate of taxes for the pot -
<br />tion of the year 1~4i on property at the corner of Middle and London Sts., assessed in the n~e
<br />of Harry M. Cohen. The Woman's Club expects to rent the second floor of the building and use
<br />the first floor for its purposes. The Commissioner of Revenue intends to reduce the assessment
<br />for 19~2 from $9,000.00 to$3,000oOO, a reduction of two-thirds. The property was bought by the
<br />Woman's Club under deed dated July 9th, 1941 and recorded on July llth, 194!. The property was
<br />rented until abo~t Augus~ 1st, 1941, and if the Council desires to give a refund, as has been
<br />done in church m~tters, the Woman, s O!ub should be relieved in the amount of $65.40.
<br /> Second: The letter of Mr~ A. E. Parker, City Collector, concerning tax
<br />assessments assessed against Ers. Jennie Hs~ris, on personal property as follows:
