<br />expand the Civilian Defenses in Portsmouth to am all-out war basis. It will be necessary~ at
<br />once to set up headquarters witdu some regularly emoloyed personnel in order to preoare for the
<br />large registration of civilians which will be held-on December 3Otb. -
<br /> It is of course impossible, at this time, to estimate, what expense might be
<br />incurred in organizing and equipping the large force of civilians which will be necessary, but
<br />I do urgently request that theOity Council at once m~ke an initial aP oropriation of vl,O~O.OO
<br />in order that we. may quickly get underway. From a preliminary study o f-requirements, i~timate
<br />that it will. require at least nine Hundred people in key positions in the organization; so
<br />you can readily realize the magnitude of the Job before us.

<br /> tion of Mr. Howard, approved for payment.

<br /> Rules were suspended to hear from Mr. Sharpe on preparedness and Capt. H~i

<br /> Mr. Warren presented the following ordinance and D~s motion to place same on
<br /> its first reading, was adopted:

<br /> The following resolution from the Special Committee, on the death of Mr, H.H.
<br /> Dunn, was presented:
<br />
<br /> "WHEREAS~ Almighty God, in His Infinite wisdom,
<br /> has removed from our midst Harry ~o Dunn, who for
<br /> the past several years has been the Superintendent
<br /> of the Street Department of the City
<br /> Mr. Dunn was for a number of years~ both while
<br /> engaged in business ~nterprises and while in the
<br /> employ of the City, identified with the various
<br /> business and civic affairs of the community. He
<br /> was a most efficient and competent employee of the
<br /> City. His passing is a distinct loss to this com-
<br /> munity, and to his many friends and acquaintances."
<br />
<br /> On motion of Mr. Lawrence, said resolution was adopted.
<br />
<br /> At this time, the Chair announced that the meeting was open to the public
<br />as per advertisement in the Portsmouth Star, on November 28th. No one resoonded and the 1942
<br />Budget of Reseipts and Em~oenses, laid on table on November 12th, was taken-up.
<br />
<br /> Motion of Mr. Hutchins to add to the 1942 Budget $~,OOO~OO for Recreation
<br />Center, was adopted.
<br />
<br /> Motion of Mr. Hall to add to the budget $230.00 for substitute Civil and
<br />Police Justice, wms ~dopted.
<br />
<br /> On motion of Mr. Hutchins, the 1942 budget was adopted as amended and by
<br />the following vote:
<br />
<br /> Ayes: Fox, Grimes, Hall, Howard, Hutohins, Lawrence, Warren, Wilson
<br /> Nays: None
<br />
<br /> Motion of Mro Wilson to grant the City Manager two weeks vacation, was
<br />adopted.
<br />
<br /> The Manager recommended that Greeley and Hansen be engaged for the s~m of
<br />$1,O00. OO to make study and plans and estimate sufficient to meet ~oproval o f the State Board
<br />of Heal~u and the Hampton Roads Sanitation Commission, as set forth in the Acts of the Legisla~
<br />ture.
