At a regular meeting of the City Council, held December 9th, 1941, at 7:00 <br />P.M., there were present: <br /> <br />Leslie T. Fox, George L. Grimes, Rnssell M. Hall, James N. Howard, <br />W. 2. Hutchlns, Frank D. Lawrence, C. E. Warren, Pearle J. Wilson <br />and N. ED Haug~ City Manager. <br /> <br /> Minutes of. regular meeting held November 25th were read and approved. <br /> <br /> The following communications from the City Manager wereread: <br /> <br /> 1st - ~'I am attaching hereto an ordinance which places the interest rate un- <br />der the pre-payment tax plan-at three p r~cent per annum instead of five Der cent as now in <br />effect. ' - <br /> I respectfully recommend'its adopticn.~ <br /> <br /> On motion of Mr. Hu'tch~ns, the following ordinance-was placed on its first <br />reading: <br /> <br />.AN O OINANC n osz LICZNS S <br />TAXES OF THE 'CITY, AJ~D~ FOR ~HE ALLOWA~CE OF INTEREST <br />ON SUCH DEPOSITS~l~ -- <br /> <br /> 2nd - "Th~ accounts in the Public Service Department ~ll require an addi <br />tional $4,900.00 for material, supplies and-motor transport in order to carry them to the first <br />of the year. <br /> The demands on this Department have been steadily increasing and have <br />no~ shown the decrease which we usually exp~rlenoe in the fall and winter months~ to date. <br /> i respectfully recommend that an appropriation of $4,900°00 be made to <br />the above Department." <br /> <br /> Motion of Mr. Howard to lay an appropriation of $4,900.OO for said purpose on <br />table until nex~ meeting, was adopted. <br /> <br /> 3rd - " ~ <br /> Our f~nal requirements for new construction, consisting of pipe lines, <br />meters ~ud hydrants for the current ye=r, will necessitate that an additional ~25,000.OO be <br />added to the Capital AccoUnt in the Water Department. <br /> I therefore respectfully recommend that $25,000.00 be appropriated to <br />account ~18 from Water Department funds.~ <br /> <br /> Notion of Mr. Hall to lay an appropriation of $25,OOOo00 for said pu.~ose on <br />table until next meeting, was adopted. <br /> <br /> Motion of Mr. Grimes to take from ~he t~ole the application of Mr. Levine for <br />permission to establish a motion picture theatre, on the corner of Des Noines Ave. and Lincoln <br />St., was adopted, <br /> <br />up: <br /> <br />Motion of Mr. Grimes to g~aht:Mr~ Levine's request was adopted. <br /> <br />The following or~nance~ placed on its first reading at last meeting, was tak~ <br /> <br />~AN ORDINANCE TO REGULATE THE LICENSING A~D OPERATION OF T.~X!CABS <br />AND FOR~J~IREO~RS ON THE STREETS'_iOF THE CITY" <br /> <br /> Motion of Er. Howard to continue on table until a meeting called on December <br />16th~ 1941 at y:OO P.M., for consideration of same. <br /> <br /> The following communications from the City Attorney were read: <br /> <br /> 1st - "I recently sold in a suit brought in the name of the City against the <br />heirs of William Watkins the proper~y at 82! Glasgow Street. The-building was in a very bad <br />state of repair and ~niohwas sold with the understanding that the purchaser should either re~ <br />pair the building or put it in such condition as to meet the requirements of the Slum Cleararce <br />regulations and the building is being repaired at this time. The sale price of the oroperty <br />was $510. OO which has been applied toward the payment of taxes which were due for a ~umber of <br />years.
