The following letter was received and ordered filed:

"The Young Men's 01vic Organization, through lts 'Vigilance 0om~mittee,
hereby respectfully petitions your honorable body to take no official action which will dis-
turb present plans for the proposed Slum Clearance project for colored people~in Portsmouth.
The colore~ people of Portsmouth, as well as white citizens with true
democraticideals, have worked long and hard in the interest of this project which is designed
to bring about some relief in the miserable housing situation existing in colored areas of the
City.
Colored people here have had no Federal Housing relief since the emer -
gency program started, despite the fact ~hat the population has swollen almost beyond estima -
Tiem. The filthy slums which the proposed new units will replace now constitute a direct
~hreatto ~he health of the entire city, which is a hub of National Defense activity. And so
for the s,ake of health and sanitation as well as for a boost in the general morale of the
City's co~ered)pepulation, the Young ~en's 0iris Organization strongly petitions that the pro-
posed s!umprogram be allowed to go on according ~ present plans.

Respectfully submitted,
Young Men's Civic Organization, Committee
