<br /> In the issue of ~he VirginianPitot of Januar~6th, 1942, a news item refer-
<br />red to a meeting called by you to propose plans for submission to the Virginia Legislature
<br />to provide for a'-tunnel between Portsmouth and Berkley. ~e naturally assume the news article
<br />correctly reported the meeting.
<br /> The members of the Council of Portsmouth were not only surprised but some-
<br />what disappointed at your action in not giving notice of the meeting to any citizen of Ports-
<br />mouth, in a matter that so vitally concerns us,
<br /> Upon the occasion of a meeting betwee~ you and members of the 0ouncil of
<br />Portsmouth, when Norfolk was asking that Portsmouth give its ¢on~ent to the laying of a water
<br />pipe through our City, the question of a tunnel was mentioned and you then made the positive
<br />statement that if and when any plans for a tunnel were to.be discussed, you would see that
<br />Portsmouth had proper representation on your committee. In addition, you made the further
<br />definite statement that you would not attempt any plans that~didnot provide some means of
<br />protecting ~e investment of the Norfolk County ferries.
<br /> It does seem that Norfolk is not taking a very friendly attitude toward
<br />Portsmouth to ignore us altogether in a matter in whioh we have a m~e vital interest than
<br />any other community. You appear to have invited members of ~he House of Delegates represent-
<br />ing sections as far as fifty miles from the proposed tunnel, yet saw fit to ignore the duly
<br />elected members of the Legislature from Portsmouth.
<br /> The Council of Portsmouth would be glad to hear from you.

<br /> Motion of Mr. Hutcht~to request a copy of the Bridge-Tunnel Bill from Mayor
<br />Joseph D. Wood of Norfolk and to appoint a committe of three with authority to do what is nec-
<br />essary to protect the 0ity's interests, was adopted.
<br />

<br /> The following recommendation of the City Manager, laid on the table at the
<br />last meeting, was taken up and read:
<br />
<br /> "The great increase of buses now using the regular bus loop is presenting
<br />quite a traffic problem, especially at the intersection of High and Court Sts., where the ma-
<br />Jority of these buses are forced to m~ke lef~ hand turns.
<br /> The Safe~y Traffic Commission and the traffic officials of the Virginia
<br />Electric & Power Company have been making a careful s~udy of this situation for some time and
<br />they recommend that the follcwlng changes on two of the bus routes be given a sixty day trial
<br />and if they prove satisfactory, that they be made permanent:
<br /> Change td~e Piedmont-Height-Truxton route so ~hat instead of looping back into High
<br />S~,, at Court amd proceeding on High ~o Efflngham St., it will continue up County St~, f~om
<br />Court to Effingh~m, and similarly the Prenti$ Park line,~o continue up Count~ S~., from ~ourt
<br />to Waahington SS., instead of looping back through CouPS ~o High St,
<br /> I will recommend ~hat these changes be put i~o effect for a trial period of
<br />sixty days."

<br />Motion of Mr~ Hall ~o concur in the Manager's recommendation, was adopted~
