Fox-to ~oprove said re~olutions was adopted. <br /> <br />The Oity Manager presented the following: <br /> <br /> "W.P.Ao has determined that locally spoasored' sewing to.cms must close and <br />that they can be operatedonly on a s.tate-wide basis. The StateDepartmeatof Publie Welfare hag <br />agre~=d to be s~atewide sponsor, providing a~ least ten localities participate as co-sponsors. <br />Ou the new set up W.P.A. agrees to furnish everything excep~ textiles and a!ocal distributing <br />depot. This will release the two communith halls now use~ by the ~ewing units. <br /> Twenty five women are employed in the Portsmouth W.P.A. sewing rooms ma~- <br />lng garments reouested by the Sdcial Service Bureau for their needy clients. Under the old <br />plan, the City'6 cash contribution over a sixtee~ months p eriod averaged $~00. OO for four <br />months operation, while under t~e new plan we wi-! be required to advtnce $1625.OO for the firs <br />four months operation. Th_is is cased upon one yard per man hour at 12~cts. per yard and we can <br />not determine the per garment-cost until after the new project is in operation. This exPend% - <br />ture can be paid from the $2269.40 remaining under the appropriation in the old pro3e ct. It <br />is anticipated that the new plan of production, based upon the use of power macPAnes, will <br />increase the quantity Of finished garments per man hour. Both the W.P.A. and the Department of <br />Public Welfare realize, howe~er, that there amc many unknown and unpredictable elements involv- <br />ed in this undertaking and insurmountable obstacles may make it advisable for this locality to <br />discontinue its co-sponsorship at the expiration of the first period of four months. Ia view <br />of the fact that thamoney is at ?~d and the required contribution appears to be less, it is <br />recommended that the City signify its intention of participating as co-sponsor." <br /> <br /> No~ion of Mr. Hutchins to concur in the Manager's recommendation, was <br />adopted. <br /> <br /> The City Manager p~esented the following: <br /> <br /> "The ~.H. Ev~r~ COmpany is making application ~o F.H.A. to build forty <br />homes on what is known as Nartin ~lace, or Maupin Tract on ~hea~s Terrace~. Th~ must have as - <br />surance that sewer and water will be available for these homes within ni~e~ days after final <br />pepershave been signed wi~h the F.H.A. The cost of the sewers will be $27EO. OO. <br /> The water and street maintenance will be taken care of in routine manner. <br /> Ue should be able to give the assurance on the sewers, inasmuch as-I believe we will b e able <br /> start work on the city-wide sewerage under the Federal grant within the time specified." <br /> <br /> On motion of Mr. Hutchins, the Manager was authorized to' co~it the 0ity <br /> in favor of said project. <br /> <br /> ~otion of Mr. Wilson that the question of furnishing people with sand be <br /> referred to the City Manager, was adopted. <br /> <br />On motion adjourned. <br /> <br />Appro red ~ <br /> <br />City Clerk <br /> <br /> <br />
