<br /> The following communications from the Acting City Manager were read:

<br />tached hereto and made a part hereof, the United States of America hereby offers to me~e a
<br />grant of $84,495. to the City of Portsmouth, Virginia, in order to aid in financing the con -
<br />struction of defense public_works, presently estimated to cost $140,825, consisting of fire
<br />department i~provements, including necessary equipment and acquisition of necessary land (here-
<br />in called the "Project"): Provided, howe~er, that the grant payable hereunder in no event
<br />shall exceed the actual cos~ of the Project upon completion as determined by the Director of
<br />the Defense Public Works Division of the Feders~l Works Agency.

<br /> ACCEPTING THE OFFER OF THE
<br /> UN~.T~D STATES 0FANERICA.
<br />
<br /> ~IEREAS, there has been filed with the Federal Works Agency for and in behalf
<br /> of the City ~ Portsmouth, Virginia, (herein called the "Owner"), an ~oplication for Federal
<br /> assistance under the Defense Public Works Program, and the United States of America, acting by
<br /> and through the Federal Works Administrator, has transmitted to the Owner an Offer of Federal
<br /> assistance in connection with the public works referred to in said application and described in
<br /> said Offer; and
<br />WHEREAS, said Offer has been duly read in open meeting and has been fully con-
<br />-sidered in every respect in accordance with the pertinent rules ofprocedure and legal require-
<br />ments; and -
<br /> WHEREAS, said Offer has been made a part of the oublic records of the O?mer; and
<br /> WHEREAS, it is deemed advisable and in the publi~ interest that said Offer be
<br />accepted:
<br /> NOW, THERE~ORE, Be it Resolved by the City Council of the City of Pc rtsmouth,
<br />Va., t~hat the said Offer of the United States of America, a true and correc~ copy of which ie
<br />hereto attached, be and the same hereby is accepted without reservation or qualification."

<br /> ~otion of Mr. Howard to approve said resolution and that the proper
<br />officers be authorized ~o execute same, was adopted, and by the following vote:
<br />
<br /> Ayes: Leigh, Fox, Hall, Howard, Hutchins, Lawrence, Warren, Wilson
<br /> Nays: None
<br />
<br /> 2nd - "Attached is a right of way deed granting to the Community Elec-
<br />tric Co-Operat~ve Corporation the use of a lC" Strip of ls~nd along State Secondary H~hway ~646
<br />for use as a pole line. -~
<br /> The Superintendent of the Water Department informs me that
<br />this is a corporation formed by the residents of ~e community, to enable them to get electric
<br />current, and was not organized for profit.
<br /> I recommend that the privilege be granted, without compensa -
<br />tion to the City, and that proper officers be authorized to sign the deed.,~
<br />
<br />adopted.

<br />Motion of Mr. Hutchins to concur in the Manager's recommendation, was
<br />
<br /> 3rd .- "The Electrical DePartment desires to purchase a new truck. An
<br />appropristion of~$1,500, was ~laced in the 1~42 budget for this purpose. The cost of the truck
<br />will be $1,?11~36o Unless there is some objection from the City CoUncil, I will authorize the
<br />purchase and take the difference of $211,36 from some other appropriation."
