<br />sid. in_~he, colleetionof licenses.upon such vehi-cles. Also, a pro~ision is,added, to require
<br />the P~lic.eto report Vlclatioms of the-o~dinance~ andfor ~he License Inspector to work in co~
<br />Junction with the office of the 0ity Collector.#

<br />parking areais.no~ greatly restricted, and I believe parking on both sides-of the streets re-

<br /> Motion of Mr.~ Fox to concur in the'Nanager~s recommendation and that ordi-
<br />nance covering t~e same be presented to the Council, was a~opted.

<br /> 3rd - "The resignations of F. L. Richards, Police Officer, and W.K. Kelley,
<br />Engineer in the Fire Dgpartment, have been accepted.
<br /> i have appointed N.A. Butler a regular patrolman in the Police De-
<br />partment and Carl E; George a hoseman in ~e Fire Department, and promoted W.H. Robinson from
<br />Hoseman ~ Engineer in the Fire Department."

<br /> 4~h - ~The Colony Theatre was destroyed by fire on the night of February
<br />2?th, and due to the war activities in this locality, the remaining motion picture theatres
<br />are greatlY crowded.
<br /> It is necessary to furnish smusement for ~he service men and de -
<br />fense workers and the owner of the Colony Theatre desires to rent the City Auditorium until a
<br />new theatre can be constructed.
<br /> I am submitting a lease with the Colony Theatre, Inc,, for one year,
<br />with tf~e privilege to ~he lessee to terminate upon fifteen days~ notice, at a rental of One
<br />Hundred Dollars per month.
<br /> i recommend the approval of the lease.~

<br /> Lease -
<br /> "This lease made the day of March, 19~2, between the City of
<br />Portsmouth, Virginia, a municipal corporation o~---~ ~tate of Virginia, party of the first
<br />part, and the Oolony Theatre, Incorporated, party of the second part,
<br />
<br /> Witnesseth that the party of the first part doth demise unto the
<br />party of the second part the auditorium, ~ogether with the cloak room in the east end of the
<br />building, and the small room, in the rear of the.auditorium, in the building located a2 the
<br />corner of Middle and Columbia Streets in ~he Ci~y of POrtsmouth, Virginia, together with the
<br />use of the toilet facilities, for the term of one year from the first day of April, 1942,
<br />yielding therefor the sum of $200.00 per month, payable in advance on the first day of each
<br />and every month during said term. The said party of the second part s.hall have the right and
<br />privilege to terminate this lease at any time during the said term, upon giving ~o the party
<br />of the first part notice in writingat least fifteen days prior to the date of the termination,
<br />and rent shall cease upon such later date.
<br /> It ls~understood and agreed ~hat the said party of the second part~
<br />shall use the said Duilding for the purpose of operating therein a motion picture theatre and
