It will be diffi-
cult, if not impossible~ to replace the loss of t?~s fine personality and sincere worker, but
we may insure a permanent place in the memory of Portsmouth by dedicating a public work with
which he h~s been closely associated and for which he has been materially responsible~ in his
name.
We therefore recommend that the Stadium on High Street be named for
our former City Manager M.E. It is the only public building owned by the City of Portsmouth
not now in use that could be used fo~ an emergency, such as a
severe air raid, an epidemic, as the influenza epidemic in 1918,
where the second floor of a department store on the corner of
High and Effingham Sts. had to be used for an emergency hosDitalo

2nd. In the past it has been stated by the City Manager that a safe
c~oacity should not exceed 600 people~ therefore it would be un-
safe as a theatre.

It has inadequate fire escapes, therefore it is not safe for
hundreds of children a nd other citizens to congregate two ~ud a
half stories from the ground.

~e are ~opealing to you through the sake of humanity, forgetting
friendship or political am~t$ionso However, we are very much in sympathy with the Lessee of
this building, through his recent mi'sfortune, however, we feel that it would be to the best
interest of all the people of Portsmouth to reserve this building for any emergency thatmight
arise°

Respectfully

George T.
