<br /> Minutes of regular meeting held April l~th were read and approved.

<br /> The following communications from the City Manager were read:

<br /> tat - "Resolutions covering Feder~! grant~t o the Kings Daughters Hospital
<br />were completed at a meeting of their Board, last night, and are submitted herewith for your
<br />adoption. When completed they will ben, forwarded to Richmond."

<br /> ~WHEREAB, ther~ has been. filed with the Federal Works. Agency for and in-be-
<br />half of the City o f Portsmouth, Virginia, (herein called the "Owner), an. application for~Fe~-
<br />eratassis~a~ceunder theDefense Public Works prOgress, and~the United BtatesofAmerica,
<br />ac~gby and through the Federal Works Administrator, has transmitted to the Owner an Offer
<br />of~ederal assistance- in connectionlwith th~ public works referred, to in said application and
<br />described in said Offer: and
<br /> WHEREAS, said Offer has been duly r~ad in open meeting and has been ful~
<br />considered in every respect in acc0rdanoe with the pertinent rules of procedure and legal re~
<br />quirements; and
<br /> WHEREAS, said Offer has been made a part-of the public records of the Owner;I
<br />and. WHERE.~$, it is deemed adv!sable~and in the public interest that said Offer
<br />be accepted:
<br /> - NOW, THEREFORE, Be it Resolved by the City 0ounci! of the City o f Ports -

<br /> Motion ~ Mr. Hutchins to approve said resolution was adopted and by the fol-
<br /> lowing vote:

<br /> Nays: None
<br />
<br /> 2nd - "i recommend that parking be prohibited on the east side of Washing-
<br /> ton St., between Queen and High Sts., from 2:00 A.M. to 6:00 A.M., in order to facilitate
<br /> funerals at St. Paul'~ Catholic ChurchJ
<br /> I am requesting ~hat the City Attorney be instructed to prepare an
<br /> ordinance covering same."

<br /> Motion of Hr. Grimes to concur in the Manager's recommendation was adopted.
<br />
<br /> 3rd - "We have forwarded to the Federal Works Agency at Richmond, request
<br />for $710,O00. te be used for a sewage disposal plant for which the Government is defraying
<br />100% of the cost,
<br /> This is to construct a treatment plant and place sewer lines from
<br />the new project at Alexander's 0orner."
<br />
<br />~otion of Mr. Hutchins to ~apprOve the Manager's action, was adopted.
<br />
<br /> ~th - "The Virginia Electric & Power Company is requesting right of way
<br />for a power line over the City Home, in'consideration of the sum of $t. OO.
<br /> As this line will be of benefit to the Oity, it is recommended that
<br />the Council approve same."
<br />
<br /> Notion of Mr. Fox to concur in the Manager's recommendation and that proper.
<br />officers be authorized to execute sai~ contract, was adopted.
<br />
<br /> 5th - "Lease for the Armory, dated December 31st, 19~l, to run for the dur
<br />ation of the Wa~, wit/la thirty day exception clause by either party, has been concluded with
<br />the War Department D~vision Engineer.
<br /> The Government will take over all expenses and pay us a yearly
<br />rental of $250.00 to cover our insurance and other incidentals.~
<br /> Motion of Mr. Fox to concur in the Mana~e~ recommendation and that
