May 12th, 19~2 <br /> <br /> At aregular meeting of the City Council, held on May 12th, 1942, <br />there were present: <br /> <br />John P. Leigh, Leslie T.Fox, Geo. L.Grimes, Russell M. Hall, <br />Jas. N. Howard, W.R. Hutctzins, Frank D. Lawrence, C.E. Warren, <br />Pearls J. Wilson and Arthur ~.~ Owens, City Manager. <br /> <br />at 7:00 <br /> <br />Minutes of regular meeting held April 28th were read and approved. <br />The following communications from the City Manager were read: <br /> <br /> let - The Manager stated that he had approved application of Mr. Robert <br />B.Bickley to advertise for the establishment of a miniature golf course at.2OO4'to 2016 High <br />St., and had received objections to same from Councilman Pearle.~Wilson and the officials <br />and members of the Cottage Place Methodist Church and that he was referring the mat~er to the <br />Council for action. <br /> <br />Binford spoke <br />against same. <br /> <br />lowing vote: <br /> <br /> Privilege of the floor was granted anyone interested. Mr. Bickley and Mr. <br />in favor of the ~oplication end Er. Smith, ~r. Grahamand Rev. Byon Jones spoke <br /> <br />Motion of Er. ~ilson that ~he permit be denied, was lost, and by the fo! - <br /> <br /> Ayes: Fox,Howard, Warren,Wilson - 4 <br /> Nays: Leigh, Hall, Hutchins, Lawrence - ~ <br /> Er. Grimes no~ voting. <br /> <br /> 2nd - "On Eo~iay, May llth, at 12:OO noon, at 12:O0 noon, I offered for <br />sale, at public auction, in fron~ of the OoUrt House, after first giving ten days notice.of <br />the time, place and terms of sale ~by advertisement in the Portsmouth Star, the land at Glen - <br />sheallah, in accordance with resolution adopted on Aoril 28th, 194~. <br /> Er. Jas. Ro~ati became ~4e highest bidder for the property at a <br />o~Ice of $?50.06 per acre. <br />- ' The property was offered for sale with the understanding that lo~s <br />~=, 6, ? and 8 and a portion-of lot~ $4 and 9 of block F and parts of lots ~I0, ll, 12, 13 and <br />l~ in block G could be deducted from the acreage and reserved by the City to protect the golf <br />course. I believe this should be reserved in order that we may~tect the best interests of <br />the Glensheallah Golf course. <br /> After a consultation with Mt. Chandler Harper and others familiar <br />withgolfing, I do not~elieve that the property to be sold would be suitable for golfing pur- <br />poses. <br /> There are approximately 43 acres in this area that were advertised <br />to be sold, which includes streets in the acreage. ~ae area to be reserved for the golf course <br />as previously mentioned, is approximately 5.1 acres of land. <br /> I would appreciate you~ disposition of Mr. Rosati's bid." <br /> <br />in favor of the sale <br />spoke against. <br /> <br />Privilege of the floor was granted anyone interested. Davis Reed and Paul .Scarborough <br /> <br />Motion of Mr. Lawrence ko lay on table until next meeting, was adopted. <br /> <br /> 3rd ~ "t am in receipt of a letter from Mr. W.H. Taylor, IIi, Director <br />of Public Works of Norfolk, requesting that the City o f Portsmouth sell to the Cit~ o f Norfolk <br />for $500.00, a certain right of way. <br /> This right of way runs along the Coast Line Railroad, through <br />Olive Branch Cemetery and the land recently purchased bx ~he City f r$m the Merchants & Farmers <br />Bank. The City Attorney has prepared a deed of trust, which is attached, and ! recommend that <br />the Oity o f Norfolk be granted this request and that proper officers of the City be authorized <br />to exeeut~ the deed. <br /> This request by the Oity of Norfolk is for an easement for their <br />water main and they are offfering ~o pay us $500,O0 for same. There is attached a map ~showing <br />this right of · · <br /> ~my, in addition on the t able there is a map for your inspection." <br /> <br /> Notion o f Er. Hutch~ns to concur in the .Eanager's recommendation, was <br />adopted, and by the following vote: <br /> <br /> Ayes: ~Leigh, ~ox, Grimes, Hall,~ward, Hutchins, Lawrence, <br /> Warre~, Wilson <br /> Nays: None ~ <br /> <br /> ~th - The City ~nager presented the following letter; from Mr. F. U. <br />~oss, Manager of the Virginia Electric &Power Company~ <br /> "Confirming ~ur recent conversation with you, this is a request <br />that the City Council give ~he VEP Company permission to add seven 1,COO gallon underground <br />tanks to their present gasoline storage facilities on the on the bus garage property on Et. <br />Vernon Ave. It is understood five of these tanks will be installed in multiple in one location <br />s~d two will be added to our present storage at its present location. Both installations of <br />course will be made in accordance with theOity's and Fire Underw~iter's rules and regulations. <br /> The gr~uting of th.ts permission will be very much ~nprecia~ed." <br /> <br /> Notion of Mr. Howard to approve Zhe request of the Virginia Electric & <br />Power Company, was adopted. <br /> <br /> <br />
