The public officials and the citizens have shown a <br />co-operative spirit. There has been an excellent working relationship with ¥~. Butt and the <br />members of the Staff and the association with them has been a very fine experience. I fee!, <br />however, that I can not reject the opportunity for promotion offered me even though I am per - <br />sonally quite happy in my present position. <br /> ! had looked forward to working with you in the development of a progressive Bu- <br />reau since I believe that you have demonstrated already your social mindedness and interest in <br />the problems of the underprivileged. I am sure that my successor will be gratified to find <br />such sympathetic understandiag. <br /> Please let me wish you sgain much success in your new undertaking. <br /> <br />Very sincerely yours, <br /> <br />Eula Jane Armstrong, Superintendent, <br />Social Service Bureau.t~ <br /> <br />On motion, the resignation was accepted. <br /> <br />7th - The Manager presented the following le%ter: <br /> <br /> ~Miss Armstrong, as you know,is leaving the Social Service B~reau as of May 3!st, <br />1942. Last year, wh~le this office was without a superintendent, Ers. Thelma Edwards was des- <br />ignated as Case Worker in charge and on instructions from Mr~ Harper, was paid the Superinten - <br />dent's salary. <br /> As the State Department of Public Welfare which pays more than ?0% of the ex - <br />pense of this Bureau, usually wants one of the employees who is responsible both to the City <br />and the State in charge of a local office, I suggest that Nfs. Edwards again serve in the same <br />capacity that she did previously ~nd that she be paid at the rate of $150.O0 per month while <br />so serving, as proper compensation for the added work and responsibility. This would be for <br />the period of approximately one month as I hope to have someone as Superintendent around July <br />let. <br /> Very truly yours, <br /> <br />Butt, Director." <br /> <br /> The Manager stated that he had approved the appointment of Mrs. The!ma Edwards <br />as Superintendent of Social Service Bureau until a permanent S~oerintendent is appointed. <br /> <br /> 8th - "Effective May 25th, I have appointed Robert W. Braswe!l as regular Pa- <br />trolman in the Police Department, for a probationary period of four m6nths. <br /> On recommendation of the Chie~ of Police, Sergeant H.P. Oulpepper has <br />been gr&uted a leave of absence of four months on account o f his health, and at the expiration <br />of that time, if this office is requested, the leave may be extended. <br /> H. A. Eden has been appointed Acting Sergeant in the Police Department <br />in the place of Mr. Culpepper." <br /> <br />On motion ordered filed. <br /> <br /> 9th - "I would like to request at this time an appropriation of $1,200. to <br />equip with_ radios, the~ six motorcycles now in operation by the Police Department~ <br /> The calls and load on our Police Department at this time, compared with <br />last year, are more than double and as a precautionary measure, I respectfully request this ap- <br />propriation." <br /> <br /> Motion of Mr. Hutchins to place said appropriation of $1200. on its first <br />reading, ~as adopted. <br /> <br /> 10th - The Manager presented the following letter and stated that he was work- <br />ing on a plan to reduce the cost of s~me: <br /> <br /> "Portsmouth is faced with the appalling fact that it is almost totally lacking <br />in medical facilities for providing blood transfusions during an emergency, whether it be by <br />air raid or by a serious catastrophe of any nature. This Lodge, comprising nearly 16OO repre- <br />sentative citizens of this community~ have gone on record as favoring, and requesting that the <br />City Council appropriate the sum of $2200. for the establishment of a Blood Plasma Bank, if <br />Federal aid is not forthcoming immediately. <br /> I~ asking the City Council to ~opropriate the necessary money for the establish. <br />ment of such a Blood Bank, we desire to demonstrate our willingness to support, and warrant <br /> <br /> <br />
