<br />The follo~-~ng communications from the City t~anager were read:

<br />let - The Manager recommended the approval of the following resolution:
<br />
<br />"WHEREAS, the City of Portsmouth is the owner of a parcel of land
<br />eituated~on the north side of High street, beginning at a point
<br />ninety-nine feet four inches mere or less east of the northeast
<br />intersection of Court and High Stsc, fronting on High St., eigh~y-
<br />two feet and ~lve inches, more or lees, wi~h a depth o f one hundred
<br />and thirteen feet, ~nich parcel of land wa~ leased by the Trustees
<br />of the Town of Portsmouth to Willi~ Barnard~David A.Reyno!ds and
<br />Eliza Keenan, by ninety-nine year leases, renew~ole forever; and
<br />~HEREA~, Ronney Associates, Inc6rporated, is ~oout to borrow one
<br />hundred and twenty-five thousand dollars from the Massachusetts
<br />Mutual Life Insurance Company of Springfield, ~ss., to be secured
<br />by a deed of trust on its interest in the property above mentioned,
<br />together with other real estate owned by it; and
<br />~HE~REAS, said Massachusetts Mutual Life Insurance Company desires
<br />the consent of the City of Portsmouth to the execution of a deed
<br />of trust on said property ~ud the Ronney Associa~es~ Incorporated,
<br />has applied to the City for such consent;
<br />NO~, THEP~EFORE, BE IT RESOLVED by the Council of the City of Port~-
<br />mouth, that the consent of the City ls given to the Ronney Associat-
<br />ed, Incorporated in ~h~ said property above mentioned, to secure a
<br />sum not exceeding One Hundred and Twenty-five Thousand Dollars, but
<br />it is expressly understood that the City of Portsmouth, by giving its
<br />consent to the Ronney Associated, Incorporated, to encumber its in -
<br />terest i~ said property does not release or relinquish any of its
<br />rights as lessor in said property, nor shall the said consent be
<br />construed as giving to the Ronney Associates, Incorporated, or its
<br />assigns, o~ grantee, the fee simple estate in said proper~y."

<br />2nd - The ~nager presented the following letter which was, on mo~ion,
<br />
<br /> "Due to the prosecution o f the war, it has become necessary to place many
<br />materials on the critical list and it is daily becoming more difficult to obtain materials
<br />required for the construction of Federal ~0rSs Agency projects. Materials can not now be se -
<br />cured nor construction undertaken until the necessary priority rating is obtained.
<br /> In cases where Applicant's funds are involved, it is deemed advisable to
<br />withhold further action, on its part, in the sale of securities or in,her financial arrange ~
<br />ments, ~uereby its funds are to be derived, until such time as a priority rating can be securedl
<br />enabling the Applicant to se~re materials necessary in the construction of its project.

<br /> 3rd - "On May 21st, the Lanham Act Committee, with your City Engineer,
<br />City Attorney and City Manager went to Washington to ascertain the status of our grants.
<br /> Apparently every effort is being made to direct all critical ma-
<br />terials to }Yar needs in Defense areas, and it is needless to-remind you that Portsmouth quali-
<br />fies. in all probability, we will secure the completion of our eewerageproJect, great assis-
<br />tance to our water needs, ~he fire equipmen~ with some deletions, a somewhat altered Fire De -
<br />partment building and the remote possibility o f an incinerator.
<br /> It would not appear that the e~gineers were unreasonable in their
<br />requests and I am sure that we will secure and be favored with our needs."

<br /> 4th - "The CityCouncil, at its meeting on May 12th~ referred to me the
<br />reouest of the Recreation Committee for an appropriation of $10,O00.
<br /> I would like to report that equipment will be approved and the nee~
<br />cessary facilities arranged te take care of the playgrounds in the City in an equit~01e manner."
