The printed form of the contract, as prepared for the office of the ~ederal Works~ _~,eney provides that it be executed by the 'Oity Manager. I therefore recom- mend ~hat the City ~r into tJae contract and that T be authorized to sign the same and that tim City Clerk be authorized ~ affix the seal of the City. A resolution for ~hls purpose is also submitted. On motion of Mr. Hutohins, said resolution was adopted. 12th ~ The Manager presemtedthe following letter from the Superlnten- den~ of the Water Department and a report fromGreeley and Hansen on our water supply: "The repo~t of Greeley and Hansen, Engineers, employed by the City cf Portsmouth ~o make a report of t~e situation in the area discloses that the report msde by me is correct and that it is very doubtful we will be in a position to s~oply Norfolk w~ any water by September 1st, 19~2o Their report states we may be facing a shortage about that time evem withou~ considering the new demommtable housing projects, TILls statement is based on the chart showing ~he consumption as follows: Po~tsmou~ - less Government Government ~uffo!k FllterPlant 5.~ N.G.D. ~.~ M.G.D. .9 o~ I~.G.D. 10.? N.G.D. TO pump the quantity for ~he ~wentyfour hour period means we would have ~ use much of the available storage In Portsmouth during the d~y and build up the reserve dur- ing the night. The above figures are averages we must allow 120~ or 12.8 M.G.D. for peak twenty- four hours (2~) periods. We are now pmmping, fx~m the Por~Smouth Station alone, a s high as 11.5 M.G.D. for several hours per day and 11 M.GoD. is about all we can pump from ~uffolk with the present pumps. At the same time the Suffolk distribution system is requiring 1.5 for the same period. The only possible hope, as I see it, of pumping any water ~e Norfolk wil~ be on a part time basis and during our off-peak leads - say from 9:00 P.M. to 6:00 A.~. and ~hen I do not believe we can supply ever .?5 to 1. N.C. during those hours. If the ?50 demountable houses are connected by ~J~at time all hope of assisting Norfolk will be definitely lost, as these houses will probably require the reserve, we plan to have available for Norfolk. It is imperative that immediate action be taken ~ expedite the s~art- img of ~he additions requested over five (5) months ago. We have reduced the pressure at ~he Portsmouth Station from fifty-five (55) lbs to fifty (5~) lbs. ~hereby saving ah all million gallons per day. The 4 M.G.D. pump or~ere~ about six (6) weeks agoarrived and was placed in service July 23rd amd will rmn twenty four (2~) h~ars per day until the water level in Lake Xilby re~urns to near normal. Lake Xilby is six (6) feet, seven (?) inches below the top of the ga%es
