August 2~th, 1942, <br /> <br />Resolution - <br /> <br /> "Be it resolved by the Council of the City of Portsmouth, <br />Virginia, that the City enter into contract with Angelo Lucenti, trad- <br />ing as Meade Construction Company, for the installation of sewers under <br />Division B of the plans and.specifications contained in F.W.A. Docket <br />~VA 44-141. <br /> Be it further resolved that Arthur S. Owens, City 1,~nager, <br />be authorized and directed to sign and contract-on behalf of the City o f <br />Portsmouth with the Meade Construction Company and that L. C. Brinson, <br />City Clerk, shall affix the seal of the City of PortsmoUth on said con- <br />tract, when all conditions of said contract have been executed." <br /> <br /> Motion of Mr. Hutchins that said resolution be approved, was adopted, <br />a~d by the following vote: <br /> <br />Ayes: <br /> <br />Nays: <br /> <br />Leigh, Fox, Grimes, Hall, Hutchins, Lawrence, <br />Warren, Wilson <br />None <br /> <br /> The Maneger stated that he had read the report on traffic changes, but <br />that Mr. Howard, Chairm~n of the Transportation Committee, was sick and he would ask that the <br />matter be laid over until next meeting. <br /> <br /> Motion of Mr. Hutohins to lay over until next meeting, was adopted. <br /> <br /> The' request of the Manager for an appropriation of $1,2OO.. for a new <br />boiler for the City Jail, laid over from last meeting, was taken up. <br /> <br /> Motion of Mr. Fox to make an appropriation of $1,2OO. for said purpose, <br />was adopted and by the following vote: <br /> <br />Ayes: <br /> <br />Nays: <br /> <br />Leigh, Fox, Grimes, Hall, Hutchins, Lawrence, <br />Warren, Wilson <br />None <br /> <br /> Bill of J. Shirley Hope, State Game Warden, for destroying twenty-one <br />tagless dogs at $2.50 each, totaling $52.5©, was presented, and on motion of Mr. Wilson, the <br />Treasurer was authorized to pay same from funds in her hands from collection of Dog Taxes. <br /> <br />The following letter was read: <br /> <br /> "This is to extend to you a cordial invitation to attend the 29th Annual <br />Conference of the International City Managers~ Association to be held at French Lick Sorings, <br />Hotel, French Lick, Indiana, October ll-15, inclusive. The program will be of special interest <br />to mayors and councilmen as well as to every city manager. <br /> While the Office of Defense Transportation iS discouraging large conven- <br />tions of a social or entertainment nature, no opposition whatever has been exoreesed toward the <br />usual meetings of municipal or other governmental officials which are looked hpon as essential <br />conferences - needed and useful in the furtherance of the war effort. <br /> There has probably been no time in the nation's history when i t was more <br />important for public officials to have the opportunity to exchange ideas and experiences than <br />right now. The program topics will be based on the suggestions of those who Will attend thereb] <br />wuaranteeing a profitable meeting for everyone in attendance. In addition to the pressing cur- <br />rent problems that are confronting cities under the War progrs~, wP~ch will be discussed by lo- <br />cal and national authorities, we intend also to devote ample attention to some of the post-war <br />problems that cities should be considering. <br /> This annual conferenoe,~the 29th to be held by tP~s Association, is be- <br />ing designed to provide you and your city manager an opportunity to bring up any topic that may~ <br />be now confronting your City. We cordially invite your municipality ~o t~kesivantage of the ben~ <br />elite that ouch a meeting will afford and we shall be happy to learn a s early as possible 'how ~ <br />many of your council, in addition to your city manager, plan to attend. / <br /> <br /> Cordially yours, <br /> <br /> Clarence E.Ridley, Director, <br /> International City ~anagers' Association." <br /> <br />On motion of Mr. Fox, the City ~nager was authorized to attend said <br /> <br />Co nvention. <br /> <br /> Repbrt of Fred B. Hill for auditing the ferry books and account~ for <br />the month of June, 1942, was received and ordered filed. <br /> <br /> Mr. Lawrence stated that he attended a conference in the Council Cham- <br />ber on August 25th, at 3:3© P.M., with Mrs. Dorothy Rosemond, National Chairman of the Committe~ <br />on the housing emergency and he thought the City would benefit in many ways by co-operating ~t~- <br />the National Committee; therefore his motion that we appoint a conunission of five on City Plan~ <br />ning, was adopted. <br /> <br /> The Chairman appointed the following on said Commission, A.
