Baumes, Executive Seoretaz-y~ <br />League of Virginia Municipalities? <br /> <br />The following petition was read: <br /> <br /> "The undersigned respectfully petition your Honorable Body to give the <br />Negro boys ef t~he City a shelter and a properly trained director for indoor activities, as a <br />Defense and Protective measure. <br /> The Negro boys have only the streets for their leisure time assemblies, <br />out of which truancy, gangs, petty thieving and delinquency develop. <br /> A central place for the assembling of boys for play activities is es - <br />pecially needed in this city, at the present time, because of the recent increase in pepulatic~ <br />and therewith the greater opportunity for destructive contacts in the streets. <br /> It is not necessary to call the attention of yo~ Honorable Body to the <br />fact that organized recreation is the best preventive of Juvenile delinquency, that Negro boys <br />have no previsienfer organized indoor recreation; and that much gained by playground aotivity, I <br />in ~he prevention of delinquency, will be lost during the winter, unless provision is made for <br />inside play. <br /> Your petitioners humbly urge that the Home,able City Council make emer- <br />gent provisions for the Negro boys of our City. <br /> We are~ <br /> Respectfully, <br /> <br />The Ohild Welfare Club, <br /> <br /> Mary F.
