<br /> "The undersigned respectfully petition your Honorable Body to give the
<br />Negro boys ef t~he City a shelter and a properly trained director for indoor activities, as a
<br />Defense and Protective measure.
<br /> The Negro boys have only the streets for their leisure time assemblies,
<br />out of which truancy, gangs, petty thieving and delinquency develop.
<br /> A central place for the assembling of boys for play activities is es -
<br />pecially needed in this city, at the present time, because of the recent increase in pepulatic~
<br />and therewith the greater opportunity for destructive contacts in the streets.
<br /> It is not necessary to call the attention of yo~ Honorable Body to the
<br />fact that organized recreation is the best preventive of Juvenile delinquency, that Negro boys
<br />have no previsienfer organized indoor recreation; and that much gained by playground aotivity, I
<br />in ~he prevention of delinquency, will be lost during the winter, unless provision is made for
<br />inside play.
<br /> Your petitioners humbly urge that the Home,able City Council make emer-
<br />gent provisions for the Negro boys of our City.

<br /> "The following recommendation's are being made to the City Council,wi~
<br />request that they be adopted on a sixty day trial basis,'effective Just as quickly as t~he nee-
<br />essary machinery can be put into effect for efficient operation.
<br /> Mt. Ross, Mr. Plant and Mr. Pope, representing the Virginia Eleetrie
<br />and Power Oompany, and Mr. B.L.Barnes of the Community Bus Line, and the City Manager coneur in
<br />the opinion that this will be an attempt to make a practical solution of the transportation
<br />problems in our City.
<br /> The Committee agrees in its opinion that the following sh~31d be given
<br />a sixty day trial:
<br /> 1. The following bus stops to be adopted, as prescribed on accompany-
<br />ing map. You will notice that in general the bus stops at alternate corners.
