<br />"The Council of the City of Portsmouth records its profuse sense of loss and
<br /> real personal sorrow in the death of their friend an~ fellOw-citizen, Dr.
<br /> Julian T. Miller, which occurred in'PortSmouth, Virginia on September 21st,
<br /> 1952. Prior to the time o f his death, Dr. Miller was Director of Public
<br /> Welfare and Public Health for the City of Portsmouth, which position he had
<br /> held for several years.
<br /> During his tenure of office, Dr. Miller was constant, faithful and strong
<br /> in &h~racter, always true to his trUst and his fulfillment of the duties of
<br /> his position will be &n insoriation to all who knew him.
<br /> In the death of Dr. Miller, Portsmouth has lost one of its most valued and
<br /> beloeved citizens.
