<br /> Privilege of the floor was granted a committee from the Portsmouth Bar Asso-
<br />CaGmu~ submitted the following:
<br />
<br /> "Whereas, the Honorable ~illtam H. Oast, ~ith the title of Civil
<br /> and Police Justice and Judge of the Juvenile and Domestic Rela -
<br /> tions Court of ~ortsmouth, in reality presides over three separ-
<br /> ate and distinct courts, all of great import~mce to our people;
<br /> WHEREAS, the number of cases requiring the a ttenttcn~of Judge
<br /> Oast in the three courts is increasing materially on account of
<br /> the. City's accelerated population, necessitating longer hours on
<br /> the bench and additional time for study and deliberation;
<br /> Whereas, the City Council in fixing the salary to be paid the of-
<br /> ficer of this court, has taken i nrc account his liberty to prac -
<br /> rice law at will as supplemental to the salary allowed, or other-
<br /> wise, the salary now paid is wholly inadequate and out of ~ropor-
<br /> tion with the importance of the office;
<br /> Whereas, it is the sense o£ this bar that Judge Oast should not
<br /> be expected to supplement his income in th~s way, thus diverting
<br /> his time and attention from the consideration o f public mattere
<br /> to private practice; and that, even if it were the inclination
<br /> of the Justice and judge of these courts to devote a part of his
<br /> time to the practice of law, which is not the case in this in -
<br /> stance, the practice is wrong in principle and has been so ex -
<br /> pressed in a statute denying the judges of our courts of record
<br /> the right to continue the practice of law:
<br /> Therefore, Be it Resolved, that the Honorable City Council of
<br /> the City of Portsmouth~ be and they are hereby u~ged to adopt an
<br /> ordinance providing that the incumbent of the office of Civil and
<br /> Police Justice and Judge of the Juvenile and Domestic Relations
<br /> Court of Portsmouth shall thereafter devote his full time to that
<br /> office and not be permitted to practice law; that the compensation
<br /> now received by him be augmented ~o an extent that will provide ade-
<br /> quate compensation; and that a c6mmlttee of five be appointed to
<br /> present a copy of these preambles and resolutions to the Council at
<br /> its next regular meeting.

<br />"We, the undersigned residents of Harrison ~ard, retectfully
<br />petition the City Council to p rohibit George T. McLean & Com-
<br />pany, or any of his agents or servants, from further excavatir~
<br />the grounds behind the Truxton School or f rom using the Lake that
<br />he has caused to be ddg as a dumping ground for any debris or
<br />other materials.
<br /> Already several people have been drowned in this lake created
<br />by the McLean Company and he has been digging until recently
<br />closer and closer to the school which is a nuisance to the en -
<br />tire neighborhood and especially the children of the school.
<br /> We, as residents of Truxton, feel that for the protection of
<br />the Children of the neighborhood that a fence should be placed
<br />around this deep eEcavation to prevent e~y further drownings
<br />to children and other people, ~d that a supervisor sho~d be
<br />placed ~oon the premises during the summer months if it is to
<br />remain as a swimming pool.

<br />emergency, w2 should have someone per~nently at Lake Cahoon, and he desires the construction
<br />of a house there, not to exceed $4,OOO.
