P ed to the City Council and to the City Manager.~ Motion of Mr. Hutchins ~o approve the contract between the ~ederal lic Housing Aathority and the City, in reference to the City removing trash and garbage from the development known as VA4~-182, was adopted and by the following vote: Ayes: Leigh, Fox, :~arren, Nays. None (Contract in minutes of ~heOouncil, Grimes, Hall, Howard, Hutchins, Lawrence, Wilson October 2yth: 1942). Mr. Eox s~ated that the-ordinance adopted January 20th, 1920, requir- ing owners or agents to maintain sewers in a sanitary condition, was am undue hardship on own- ers of property who can not control the action of tenants and his motion for the Oity Attorney to present an amendment to said ordinance, requiring tenants to be responsible for the sanit~_S~y condition of sewers, was adopted. Mr. Lawrence presented the following and asked that it be recorded~ "I deolore the action of 0hief ofPolice Broughton in making statements to the Portsmouth Star that h~ve discredited the late Judge Harry Outhrietlbut I deplore most that Portsmouth ha~ a newspaper that would stoop to such a cowardly act by printing such. state- ments. When I say this, I say it advisedly, for a dead man can not defend himself. True or un- true, isn,t it much better for one to adhere to the ancien~ heri~agme, "Let the dead feet in peace"? ~ow, what eartly good can possibly come from such publication? ~hat motive can there be back of it? Can it ~e an attempt by comparison to creat~ a cushion for others to fall on as a result of the investigations which this Oouncil has authorized and requested. O~ y Manager Owens is to be highly commended for his courageous service. What he has done hasn~$ been easy - not at all, and yet because of sinister propaganda that has been spread ab0ut, there are those who do not believe t~hat this Council is backing up the City Manager. We know different, don~t we? More power to the City Manager Owens and his assistants ~ get to the bottom o~ this thing. pull off ~he cove2~and le~ the chips fall where tf~ey m~y." Mo~ion of Er.
