None <br /> <br />(Contract in minutes of ~heOouncil, <br /> <br />Grimes, Hall, Howard, Hutchins, Lawrence, <br />Wilson <br /> <br />October 2yth: 1942). <br /> <br /> Mr. Eox s~ated that the-ordinance adopted January 20th, 1920, requir- <br />ing owners or agents to maintain sewers in a sanitary condition, was am undue hardship on own- <br />ers of property who can not control the action of tenants and his motion for the Oity Attorney <br />to present an amendment to said ordinance, requiring tenants to be responsible for the sanit~_S~y <br />condition of sewers, was adopted. <br /> Mr. Lawrence presented the following and asked that it be recorded~ <br /> "I deolore the action of 0hief ofPolice Broughton in making statements <br />to the Portsmouth Star that h~ve discredited the late Judge Harry Outhrietlbut I deplore most <br />that Portsmouth ha~ a newspaper that would stoop to such a cowardly act by printing such. state- <br />ments. O~ y Manager <br />Owens is to be highly commended for his courageous service. What he has done hasn~$ been easy - <br />not at all, and yet because of sinister propaganda that has been spread ab0ut, there are those <br />who do not believe t~hat this Council is backing up the City Manager. We know different, don~t <br />we?
