<br /> 1st - The Manager recommended that W. L. Nerkle, a former street employee,
<br />be pensioned at $30.00 per month, beginning November 16th, 1942.
<br />
<br /> Motion of Mr. Wilson to concur in the Manager's recommendation, was adopted.
<br /> 2nd - The Manager presented the following ordinances
<br />
<br /> WAN ORDINANCE REGULATING TRAFFIC AND THE PARKING OF VEHICLES ON
<br /> PORTIONS OF THIRD, FOURTH, FIFTH, SIXTH AND SEVENTH ~TREETS,
<br /> MADIEON STREET, EDWARDS STREET, AND GOBPORT ROAD, AND PROVIDtNG
<br /> PENALTIES ~OR VIOLATZONB HEREOF."

<br /> 4th - The Manager presented the following letter from ~he P~r~smouth Recre-
<br />ation Association: ·
<br />
<br /> "In view of the fact that the MPA no longer gives assurance of con -
<br />tinued employment and that, therefore, n~gro recreation in the City can not longer denend uoon
<br />WPA s~oport as in the past few years: ~ -
<br /> And further, in view of the fact that~ recreation among colored citi-
<br />zens suffers because of lack of direction and guidance, and the lack of a well-ordered program
<br />under ~ head who can give full time to such activities:
<br /> And further, in view of the fact that properly s~oervised recreation
<br />is an asset to our all-ou~ war effort to hold ~ the morale and ~atriotic spirit at home and
<br />beat down our enemets abroad: - -
<br /> And further, in view of the fact that it is obvious that a director
<br />for recreation among colored people would and o f a necessity give his time and talents to th~
<br />end:
<br /> We, the P~rtsmouth Recreation and Education Association resoeotfu!!y
<br />urge upon your honorable body the naming or ~opointmen~ of a Negro Recreation Director, with
<br />provision made by the City to take care of such an appointment.

<br />~RE~OLUTION TO CITY MANAGER AND COUNCIL SUPPORTING DRIVE ON
<br />VICE IN THE CITY
<br />
<br /> WHEREAS, the 0ouncil of the City of Portsmouth did on November lOth, 1942,
<br /> adopt a resolution requesting that Lawrence W. X~Anson, Judge of the Court of Hustings for
<br /> the Oity of Portsmouth, be requested to cause a grand Jury to be convened for the purpose of
<br /> investigating the moral conditions of the City and any cases of malfeasance or misfeasance by
<br /> the officers of the City, and that indictments be f~und in proper oases; and
<br /> WHEREAS, democracy can operate only through those charged by the people~
<br />with the administration o f their laws, and as ~he laws of the Commonwealth of Virginia and
<br />the ordinances of the 0ity of Portsmouth and the principles of morality and good government
<br />have heretofore been ignored, and
<br /> WHEREAS, as a result ~hereof, vicious, immoral, and criminal nractices have
<br />existed in the community, and strong and vigorous action was and still is necessary to elimi-
<br />nate these men.cos to a sound and healthy community life and ~o the war effort centered in and
<br />around Pcrtsmouth, and
<br /> WHEREAS, City Nanager Arthur S. Owens planned and conducted raids on
<br />sources of vicious, immoral, and criminal practices;
<br /> NOW THERE~RE, Be it and it is hereby Resolved by this Lions' Club of
<br />Portsmouth, Va., that said City Manager and the members of the City Couneil are to be highly
<br />commended in their actions; that this Lions Club does hereby go on record as being whole-
<br />
