Grimes,. Russell M. Hall, <br />Jas. No Howard, W. R. Hutchlns, Frank D. La~ence, O. E.-.-Warren, <br />Pearls J. Wilson and Arthur S. Owens, City Manager. <br /> <br />Minutes of regular meeting held December 8th, were read and approved° <br /> <br />The following communications from the City N~nager were read: <br /> <br /> let - The Nanagem presented a card ~rem the family of the late L.P. Ro- <br />berts, Jr., a~knowledging with appreciation the expression o f sympathy. <br /> <br /> 2nd - "In an attempt to elimiffate loss of time~ due to sickness~ by em - <br />ployees, I have arranged for the inoculation against pne~menia~ free to all city e~oloyees. <br /> Effective January 1st, 1943, any who may desire can receive a <br />physical check-up by the Health DePartment of the City, on their own volition." <br /> <br />On motion ordered filed. <br /> <br />3rd ~ The Manager presented the following letter~ <br /> <br /> "The Pederal Government is considering the erection of a 150 Bed Hospital <br />and 5© Bed Nurses Home on a ~rac~ of lahd to be donated by t~he Norfolk County Board of Super - <br />vi sore. <br /> The site, which comprises approximately nine acres, is bounded by U.S. <br />Route 17, West Read, Mulberry Road and Sussex St., the last mentioned street being unopened and <br />not improved. <br /> A six foo~ easement owned by the City cf Portsmouth traverses the site <br />from east to west, and installed in the said easement are an 8e water main owned by the Oity <br />and a 3" gas line owned by Portsmouth C~s Company. <br /> The government can not consider constructing the building over these pipe <br />lines ~nd it is requested that the lines be relocated at no expense to the government. For <br />your information, the proposed hospital is one story and occupies mo~t of the site. Relocation <br />of said pipe lines along the edge of ~est Bead would clear all portions of hospital structure. <br /> Please take up this matter with your City A~thorities at the earliest <br />possible date. The project can not proceed mnless we have you~ favorable decision to relocate <br />these PiPe lines. <br /> Kindly advise ~his office of your decision as soon as possible. <br /> <br />Yours very truly, <br /> <br />Shelby Post, PPoJect Engineer, <br /> Public Buildings Administration." <br /> <br /> Motion of Mr. Grimes to refer back to the City Manager for further infor- <br />mation, was adopted. <br /> <br /> 4th - The Manager stated that he weald like to remodel the Market Build- <br />in~ to give the Rationing Board more room, the work to cost about $6~O00.00. <br /> <br /> Notion of Mr. ~ox to place an appropriation o f $6,000.00 for said ;r~rpose: <br />on its first readlr~, was adopted. <br /> <br />5th - "At the last Oouncil meeting, the following were referred to me: <br /> <br /> Parking space for the Monroe Hotel and traffic light <br /> at Llnco!~, a~d~aM~gton Sts. <br /> With reference to the parking space for Monroe Hotel, a small <br />space Will be provided for thirty min~e~lo~!~ng and unloading. However, it can not interfere <br />with the traffic that passes around the monument. <br />I have approved a traffic ~ligh~ for Lincoln and Washington Sts., <br />and the City Elec~rician expects to install it Just as so~ as necessary parts can be secured." <br /> <br /> On motion oFde~ed flle%~.' <br /> 6th ~ The-~Manager presented the following letter and stated that he had <br />accepted Mr. Kibler's resignatloh: <br /> "I -hereby tender my resignation as Oity Recreation Director, ef- <br />fective January let, in order to accept a position wi~h the State Educational Department in <br />Richmond. <br /> It is needless to say that I have thoroughly enjoyed the work <br />during the past year. I appreciate the confidence and support accorded me by you and by the <br />members of the Oouncil. Please express my thanks to them an~'my regrets on leaving Portsmouth. <br /> I sincerely hope you will have no difficulty in securing a man <br />to take my pla6e and I feel certain that the recreation work will grow to be a real force for <br />good in the future advancement of Portsmouth. <br /> If I can be cf any assistance in anyway, at any time, please <br />call on me. <br /> <br />Cordially yours, <br /> <br /> ~ester E.
