However, I am ~hoping
we can maintain this service and it will no~ be necessary to have central unit places for the
collection of garbage.
I can net stress upon the citizens too vividly that normal ser-
vices ~iven during peace times can not be accorded them under the stress of war time require -
mehts.

- On motion ordered~ ~iledo

Pnd - #I would appreciate a resolution accepting the Government,s
grant of $80,5yo. for the incinerator and author%ty for the proper officers to execute such
papers as are necessary for samep also, a motion ~o place on its first reading an appropria-
tion of $34,530. to match the Government grant of $~0,5Y0. for a new incinerator.~

with, was adopted:

On motion of Mr. Hutchins, the followin~ resolution in connection there-

"R E S O L U T I O N
ACCEPTING THE OFFER OF THE UNITED STATES
OF AMERICA

Project Nc.VA
Incinerator Faciliti~

Whereas, there has been filed wi~h the Federal Works Agency
for and in behalf of the City o f Portsmouth, Virginia, (herein
ca, led the "Owner"~)~ an application for Federal assistance
under the Defense Public Works Program, and the United States
of ~erica, acting by and through the Federal Works Administra-
tor, has transmitted to the Owner an Offer of Federal Assis
t~nce in connection ~th the public works referred to in said
application and described in said Offer; and
Whereas, said offer has been duly read in open meeting and
has been fully considered in every respect in accordance with
the pertinent..rutea of procedure and legal requirements; and
~hereas, s~ld Offer has be~n' made a part of the public records
of the Owner; and -
Whereas, it is deemed advisable and in the public interest
that ~hid Offer be accepted:
NOW THEREFORE, Be it Resolved by the Council of the City of
Portsmouth, Virginia, that the said Offer of' the United States
of America, a ~rue and correct copy of which is hereto attached,
be ~r~l the same hereby is accepted without reservation or quali-
fications.~

3rd - The Manager presented the following ordinance:

"AN OP~DINANOE AMENDING AND RE-ORDAINING
PROVIDING FOR DEPOSITS ON LICENSES AND TAXES OF THE CITY, /
A~D FOR THE ALLOWANCE OF INTEREST ON SUCH DEPOSITS,
Adopted by the Council of the City of Portsmouth, Virginia,
on December 23rd~

Motion of Er.
