<br /> Minutes of regular meeting held December 22nd, 19~2, and special meeting
<br />of January yth, 19~3, were read and approved.
<br />
<br /> On motion of Mr. Fox, the rules were susoended andthe ortvilege of the
<br />floor was granted Mr. C. W. Cooper, who asked that the Council ~efer to theOi~yi~muager, to work
<br />out a plan of re-routing_the community buses in theOity. He suggested two routes that wo~uld
<br />be satisfactory to his company.
<br />
<br /> Notion of Mr. Howard to refer to the City Manager, was adopte~.
<br />
<br /> The following communications from theCity Manager were read:

<br /> let - "I had planned to-make a resume, for 19~2 at this meeting, but
<br /> found it impossible to gather the necessary facts un.til our next regular meeting.
<br /> With the loss of revenue from automobiles, it will cause ~ !
<br />parking meter receipts, court fines, city licenses, ferry revenue, etc. to drop, I think it is
<br />imperative that we'put into operation immediately all economies that can be made, in order te
<br />maintain our budget requirements.
<br /> I would like at this time to state that ~he City is doing all
<br />within its power to take care of refuse collections, street repairs, etc. In my Judgment,
<br />those fortunate enough ~o drive automobiles, should drive around holes in the s tree%s at this
<br />tl~e and not complain about them, as it is impossible for us ~o get materials or man-power
<br />to do the work.
<br /> In the event we miss the collection cf refuse, due to l~ck ef
<br />trucks or man-power, we will attempt to pick it up the followiflg ~ay. However, I am ~hoping
<br />we can maintain this service and it will no~ be necessary to have central unit places for the
<br />collection of garbage.
<br /> I can net stress upon the citizens too vividly that normal ser-
<br />vices ~iven during peace times can not be accorded them under the stress of war time require -
<br />mehts.

<br />Whereas, there has been filed wi~h the Federal Works Agency
<br />for and in behalf of the City o f Portsmouth, Virginia, (herein
<br />ca, led the "Owner"~)~ an application for Federal assistance
<br />under the Defense Public Works Program, and the United States
<br />of ~erica, acting by and through the Federal Works Administra-
<br />tor, has transmitted to the Owner an Offer of Federal Assis
<br />t~nce in connection ~th the public works referred to in said
<br />application and described in said Offer; and
<br />Whereas, said offer has been duly read in open meeting and
<br />has been fully considered in every respect in accordance with
<br />the pertinent..rutea of procedure and legal requirements; and
<br />~hereas, s~ld Offer has be~n' made a part of the public records
<br />of the Owner; and -
<br />Whereas, it is deemed advisable and in the public interest
<br />that ~hid Offer be accepted:
<br />NOW THEREFORE, Be it Resolved by the Council of the City of
