<br />Works Progrem, And the United States of America~ acting by and
<br />through the Feders0~ ~orks A~ministrator, has transmitted to the
<br />Owns= an offer of Federal Assistance in connection with the
<br />public works ref~i'he'd to ~ §aid application and described in
<br />said Offer; and
<br /> WHEreAS, sai~,.0~f~has been duly read in open meeting
<br />and has been fully'~onsidered in every respect in accordance
<br />with the pertinent ~les of procedure and legal requirements;
