<br /> Minutes of regular meeting held January 26th were read and ~oproved.
<br /> The following communications from the Manager were read:
<br />
<br /> 1st - The Manager suggested that the Oounoil make a tour of inspec-
<br />tion to the O.C.D. headquarters, sewer pipe installation and improvement to the 'Water plant in~
<br />Portsmouth and Suffolk.
<br />
<br /> 2nd - The N~nager stated that bids on the incinerator will be. opened
<br />on February 16th and on the fire station on February 1Sth.' He further stated that Chief Sykes
<br />had reported, after his trip to New York City, that the pumpers will be delivered in March.
<br />
<br /> 3rd - "There is available in the Scrap Metal Fund a sufficient amount
<br />of money to g~ant the U.S.O. Selective Service group $1OO.O0 amont~fOr the present.
<br /> I have authorized the- Salvage Oommission ~to p ay $100. O0 per
<br />month to the U.S.O. and would like your concurrence in this."
<br />
<br /> Motion of Mr. Fox to concur in t he M~nager's action, was adopted.
<br />
<br /> ~th - "On Tuesday, Febrau~y 9th, Admiral Taus~ig, Mr. Biggins, Oity~
<br />Manager of Newpor~ News~ Mr. Pearsal of the Federal Works Agency, Mr. Greeley, of Greeley and
<br />Hanson, and City Engineer Bergeron and I conferred as to progress on the disposal unit for the
<br />sanitation of our Oity.
<br /> .' The City will continue to parallel the action of the Commissio$

<br />~ttempts will be made to get the War Productio~ ~eard to gmve us authority ~o construct the ~

<br /> 5th - "Sometime ago, a study of the possibility o f a Jail farm was
<br />referred to me for attention, and I would li~ ~o report that, af~er a preliminary study has
<br />been.made~ it appears to me that we should hold in abeyance any ~lans toward the City estab -
<br />lishlng an institution of this kind, until we find ou~ the St&~e $ policy as to area farms as
<br />well as plans for incarceration o f women for ~nom the State is responsible.
<br /> This recommendation is pursuant to a similar one from
<br />Youell, Commissioner of Corrections of the State.~

<br /> 6th - "Progress on the rationing Board's temporary quarters in the
<br />Market Building is proceeding according to plan, and it is planned to have four of the pres-
<br />ent outside spaces provided for s~alls and used for rental purposes, The ration board will
<br />move into new quarters this week."

<br /> ~th - The Manager presented the following report:
<br />
<br /> "I have the honor and would like to submit, the following report in
<br />condensed form pertaining to our City Government during the year t9~2. Due to limitations of
<br />time, it was impossible to make this as complete as i would have lik~. However, with your
<br />permission, as quickly as the auditors have completed their work, I WOuld like authority to
<br />have made a folder, giving pertinent information concerning the City Government and release to
<br />those who would be interested in securing same. This will lend ~o increase the confidence and
<br />interest of our citizens in the City government.

<br /> WELFARE DEPARTMENT
<br />
<br /> The Oity Home began the year with twenty-six inmates, had five ad-
<br />mittances during the year, six discharges and' three deaths, ending wi~h twenty three inmates.
<br />Food costs showed a marked increase and it was necessary on several occasiohS to alter the
<br />diet because of scarcity o f certain foods. However, the presentdiet is ofI sufficient nutri-
<br />tive value to maintsin health and stamina.
<br /> It was impossible to make all of the necessary repairs due to ina-
<br />bility to get labor and materials. However, we made some improvements for the comfort of the
<br />inmates. It is planned at an early date to have each inmate examined by the
<br />City Physician and also have one of the Social Service workers secure a case history of each
<br />person with the hope of rehabilitating some few of the resideDts either by attending Defense
<br />classes or securing work in the community.
<br /> The four clinics held each week by the Health Department nurses and
<br /> City Physician average 15OO patients per month and due to our Health Department's initiative,
<br /> a number of s~andard medicines for which it was necessary to write individual prescriptions,
<br /> are dispensed in the cli~ic,~therebyholding down the cost of drugs, although on the open mar-
<br /> ket there has been consi~eraole in. ore, se. In addition, we have an immunization clinic once a
<br /> week for the Health Department. There have been over y,O00 pneum~ia amtlgens given, 300 of
<br /> which were for cur local city employees and the others for Defense workers in the Yard.
