Ohase~ Secretary." <br /> <br /> The following letter was read and on motion of Mr. Howard, refer- <br />red to the City Manager, with request to report back at next meeting: <br /> <br /> "The Young Men's Civic Organization respedtfully asks that there <br />be started in Portsmouth a city-wide project of street improvements in colored areas and that <br />this program s.hould g et under way with thepavingof sidewalks on both s~des of High St., from <br />the Belt Line Railroad to t~he Oity limits at Hamilton Ave. <br /> It is needless to go in~e s description o f the condition of the <br />dirt streets in our City. You gentlemen are-quite familiar with this situation, which brings <br />mud when it rains and dust when it dries. <br /> The suggeste~ starting p~oject of Paving the sidewalks of High <br />Bt. would offer some immediate relief in our growing ~ransportation problem. Many residents of <br />~es~haven and Port®Norfolk now find it practical to walk into town, especially during ~rans - <br />portation ,peak hours". But .~rave!ing this route on wet.days proves quite sloppy, with mud mi <br />water covering the sidewalks. <br /> There are other thoroughfares extending thru colored areas of the <br />City tha~ are ~adly in ~eed of paved sidewalks, among them being Elm Ave., from Jefferson Bt. <br />to-George Washington Highway; and Mt.
