Owens, City Manager. <br /> <br /> On motion cf-Mr. Hall, ~he Oouncil went into an executive session. <br /> <br /> The .Tramsporta.tion, Committee appointed ~to :go toWashtngtontn the interest <br />of .tramaportation, reported~that theOffioeof DefenseTransp~rta~ion~eUldl make an exeeption~ <br />to the City of Portsmouth in-the event that a drastic 10- 20-.30% reduction was made. <br /> <br /> The Committee further reported that Mr. ~immons of the Office of Defen~ <br />Transportation, advised ~herewere~te~-busee~available in the.-NewYork~rea-w~ch comld bepur,~ <br />chased by the Virginia. Electric & Power Company and on motion of Mr~ Howard, the Power 0ompan2 <br />was requested to purchase the ten buses. <br /> <br /> It was further reported tha~ in the even~additional parts wereneeded, if <br />the Power ~Oempamy w~uld giveda~e, nmme, t.ype and ~$det of ~he, specific parta~neededand, for- <br />ward tc M~J Simmons, he would have Mr. 0ummzngs of his office secure · e necessary parts. <br /> <br /> The OommiStee went to ~ashington on April ?th an~ <br /> <br />On motion, resumed open session. <br /> <br />Minutes of regular meeting held March 23rd were read and approved. <br />The following communications from the City Maneger were r~ad: <br /> <br /> 1st -."The.Federal-Works.Agency has reJeotedour bids on the incinerator and <br />is requesting us to advertise fornew bids. <br /> The Oity refused to accept the low bid because of %he bidder's fail- <br />ure to qualify under the specifications. However, the Federal Works Agency arbitrarily would <br />not let us accept the second low bid and we are being required to advertise for new bids." <br /> <br /> On motion, ordered filed. <br /> <br /> 2nd - "I have-been advised that the Child Day Nursery program wlll~ ap- <br />proved on April 15th, by the Federal Works Agency. However, this is merely a promise and until <br />there is semething d~finite, I shall remain d~bious." <br /> <br />On motion, ordered filed. <br /> <br /> 3rd - "The Moose Home, in a splendid splrit of co-operation, will equip a <br />modern playground for children of the Oity cf Portsmouth, to cost between $3,000. and $5,~00., <br />provided the Oity will secure the ground. <br /> i am therefore requesting your authority to a~em~ to secure a sul~ <br />able site for the playground." <br /> <br />Motion of Mr. Warren to concur in the Manager's recommendation, was adopted. <br /> <br /> 4th - "Sometime ago, I received areport on the Jail.from Judge I~Anson, <br />and after study, and in co-opebation with the Sheriff, we have purchased new mattresses and <br />blankets and are repalnting t~he Jail." <br /> <br />On motion ordered filed. <br /> <br /> 5th - "I have been advised by the ~ar Production Board that the City was <br />granted priority on a new Elgin sweeper on Apri~ <br /> The delivery of t~s sweeper is expected within ninety days." <br /> <br />On motion ordered filed. <br /> <br /> 5th - hi'have been-advised by. the City Engineer tha~ the Bureau of Public <br />R~ads will allow the Oity asphalt for repair and replacement ~ork. <br /> In order to secure this asphalt, the Engineer and the Man~er are <br />required ~o sign an affidavit bearing a clause that provides a $10,OO0. fine or ten years in <br />prison if this asphalt is used for other ~han repair or replacement." <br /> <br />On motion ordered filed. <br /> <br /> ?th - eThe month of May will be Cle~-Up month, at wn.ich time all property, <br />both public and private, will be inspected as tm cleanliness and samitatmon, by the Health De- <br />partment. <br /> During the month of May, the Fire Department will make a careful <br />check of any and all fire hazards throughout the City, in an effort ~c further our attempts to <br />reduce fire hazards." <br /> <br />On motion ordered filed. <br /> <br /> 8th- "Free typhoid inoculations will be given ~o all citizens desiring thi~ <br />service, during the month of Nay. <br /> There will be five centers for white and five for colored established <br />in the City to give this important aid to our citizens." <br /> <br /> <br />
