With reference to Effingham St. being paved, the City re- <br /> quested the Governmen~ last year to pave this as a naval ac- <br /> cess road, but we were advised that we were turned down; We <br /> are again making an application flor Effingham St;, Court <br /> from High to Fourth, Fourth $t. from Court ~o the.
