It will be necessary in order to rebuild the line to open up
the main and permit it ~o discharge at approxlmatety. 3oo feet~from the shore line during the
· ime the work. is being done. We are ~orced to do this as it is the only way the work can be
accomplished. This is not very.desirable, but I don, t think it will create too much of a nui-
sance. I would suggest that the Council, and probably the Health Depart~nent, be advised, so
that if they receive complaints they will be in position tc explain."

Motion
the M~uager get the Federal
if possible, was adopted.

of Mr. Eoward ~o concur in the Manager's recommendation an~ that
authorities to extend the line about 100 feet farther i~ the River, l

"WHEREAS, the City Collector of the Oity of Portsmouth
has made out and submitted to the City Council a llst
showing delinquent ta~e~ upo~ real estate in the 0ity
for the year 19~2 as required by the Oity Charter.
NOW, THEREFORE, BE IT RESOLVED, by the 0oumcil of the
City of Portsmouth, Virginia,~ that the real e state con-
rained in said list is directed to be sold, and the
Oity Go!lector is directed to cause to be published in
the Portsmouth$tar, ad ally newspaper published in this
city, for five days previous to the sale, a list of the
real estate so $o be sold, giving notice of the time and
place of the sale and describing each parcel a s the same
is described on the assessment rolls of the 0ity, toge-
ther with ~he name of the person to whom each parcel is
~ses~e$ smd t~e a~.unt of taxes due thereon, amd he is
~lrecte~ ~ma~? sase of all of such property upon which
taxes are no~ p~id previous to the date of sale in aa -
cordanee with the Char~er. o rovisicns of the Oity of~
Portsmouth and the laws or'this State, and he shall
charge each parcel of land wi~h its proportionate part
of the advertisement, and expemses of sale."

NotiOn of Mr. Hutchins to refer back to the Manager for further conside~
ration, was adopted.

~th - "~HEREAS, the Oity Salvage Committee has collected funds
for salvaged metals and rubber from the citizens of
Portsmouth, and now has these funds in the bank, and
WHEREAS., ~his money could be ~sed advantageously in ex-
penckitures for VictoryGarde~ns,
