<br /> 1st - The Manager presented the following letter:
<br />
<br /> "Application is hereby made for permission to excavate and enlarge the
<br />areaway under the~sidewalk directly in front of the building under-eonstruction, f0r theater
<br />purposes on the north sid~ of High St. and between Court and Dinwtddie Sts., in accordance with
<br />the Plans and specifications attached hereto and made a part hereof, as more fully written and
<br />drawn herein.
<br /> I agree to furnish the Otty of Portsmouth a liability bond executed by a
<br />satisfactory s6rety company conditioned according to.your requirements, t also agree to ~ay
<br />amy tax that might be assessed by you for the use of the areaway under the sidewalk.
<br /> I further agree that the building and construction will be under the su-
<br />pervision of the City Engineer.

<br /> 2nd - The Manager presented the following letter from the Oity Engineer:

<br /> the West Norfolk Bridge, gave way the latter part of last wesk, causing the main to fall into
<br /> the water.

<br />ington Ward, and in addition it was to be the ~emporary outle~ for the Alexander Park~ewers.
<br /> This outfall sewer will have to be restored at the earliest possible dat~
<br />The local office of the Federal Works Agency, are perfectly willing for the ~rk to be done

<br />being $8,825.00, I think this is a reasonable figure and recommend that it be accepted.
<br /> The ~otal length of main,~hs.t was attached to ~he bridge was 780 feet,
<br />of t~hls 400 is dowm, the remainder is in a very precarious condi$1on, therefore, we are plan
<br />ming to renew the entire length. It will be necessary in order to rebuild the line to open up
<br />the main and permit it ~o discharge at approxlmatety. 3oo feet~from the shore line during the
<br />· ime the work. is being done. We are ~orced to do this as it is the only way the work can be
<br />accomplished. This is not very.desirable, but I don, t think it will create too much of a nui-
<br />sance. I would suggest that the Council, and probably the Health Depart~nent, be advised, so
<br />that if they receive complaints they will be in position tc explain."

<br />showing delinquent ta~e~ upo~ real estate in the 0ity
<br /> for the year 19~2 as required by the Oity Charter.
<br /> NOW, THEREFORE, BE IT RESOLVED, by the 0oumcil of the
<br /> City of Portsmouth, Virginia,~ that the real e state con-
<br /> rained in said list is directed to be sold, and the
<br /> Oity Go!lector is directed to cause to be published in
<br /> the Portsmouth$tar, ad ally newspaper published in this
<br /> city, for five days previous to the sale, a list of the
<br /> real estate so $o be sold, giving notice of the time and
<br /> place of the sale and describing each parcel a s the same
<br /> is described on the assessment rolls of the 0ity, toge-
<br /> ther with ~he name of the person to whom each parcel is
<br /> ~ses~e$ smd t~e a~.unt of taxes due thereon, amd he is
<br /> ~lrecte~ ~ma~? sase of all of such property upon which
<br /> taxes are no~ p~id previous to the date of sale in aa -

<br /> for salvaged metals and rubber from the citizens of
<br /> Portsmouth, and now has these funds in the bank, and
<br /> WHEREAS., ~his money could be ~sed advantageously in ex-
<br /> penckitures for VictoryGarde~ns,
