<br />cared in the Arcadia Heights Section of the City, be changed to Johns Avenue.
<br /> The above request is made necessary because of the fact that there is an
<br />Allen Road in theCradock area, whichcauses much confusion in erroneous delivery of mail mat-
<br />ter.
<br /> If t~s request is granted, it will expedite the delivery of the mails,
<br />amd prove very beneficial to the residents of this street, as well as to the Post Office De -
<br />partment."

<br />yl, ~2, Y3, y4, Y5, y6 and lots 93, 94, 95, 96, shown on the plat of Magruder's addition to the
<br />City of Portsmouth.
<br /> The taxes on ~he above lots have already beenp~id for the first half of
<br />1943 and I will appreciate if you will make the necessary~refund to me from the~date of acqui-
<br />by the Government, and also have me relieved of further taxes on this property.
<br /> Pot your information I am attaching hereto, a letter from Mt. Wm. Hodges
<br />Baker, Clerk of the Hustings Court, ~at~ June 3Otb, 19¥3, confirming the fact that the order

<br /> "We, the undersigned residents and property owners of the nine hundred
<br />block of Court Street, Portsmouth, Va., respectfully petition your honorable body for relief
<br />from the intolerable living~conditions bein~ ~o~ced upon us to ~ndure surrounding our homes.
<br /> The g~o~nd~ of our comp±amn~ a re as follows.
<br /> The store ~ne~n as 0curt Street Gonfectionary, 903 0curt ~t., is located
<br />in a residential block, between ~wo residences. It is operated continuously day and night,
<br />with no closing hours, attracting large crowds who not only fill the store, but con~est the
<br />sidewalk in front thereof. Crowds numbering about twenty-five or more persons~ther almost
<br />nightly in front of this store, and a part hang ~round for hours, some until early hours in the
<br />morning, disturbing the peace of ~he neighborhooa.
<br /> The~crowds are comooeed of civilians, girls of questionable character, and
<br />large groups of-enlistea men~ a number~ of which are more or less intoxicated. In fact this
<br />~lace o~ bus~pess ~s a stoppipg p~ac~, for d.r~?nken sai~9rs coming from other sections of the
<br /> ity, when o ~ner stores~ are c±~se~, ~o voml~ around ~ne porches of nearby residents.
<br /> The loud, profane and obscene language indulged in by some making up these
<br />crowds and the boisterous conduct in front of this store and near our homes is extremely offen-
<br />sive to the feelings of residents living nearby.
<br /> Girls of questionable character are nightly visitors and their conduct with
<br />men is so bold as to be shocking ~o the sensibilities of respectable people. They loiter around
<br />in front of this store and homes adjacent thereto until all hours in the early morning, and by
<br />their loud chatter prevent occupants of homes from obtaining sufficient sleep.
<br /> To add ~o the disturbances and fights arising in front of this store, a
<br />music box is operated in the place and at times in such a loud manner that it is s source of
<br />annoyance to nearby residents, and constitutes a nuisance.
<br /> Recourse has been had to the Chief of the Police, who is more or less fam-
<br />iliar with conditions~ but he-is unable to provide any permanent relief on account of an insuf-~'~
<br />ficient number of Police officers..
<br /> Having exhausted all efforts to obtain police protection but without resu!~
<br />we are now appealing to yo.ur honorable body to request that you consider the suggestion of.
<br />passing an ordinance restricting such places of business from remaining open later than 10. OO
<br />P.M., in order to at Ieast reduce the number of disorders arising After that time, or take such
<br />action as will afford us relief from the conditions complained of.
<br /> We trust that this petition will 'receive favors~le consideration and prompt
<br />action.
