516 <br /> <br />July 23, 1996 <br /> <br /> "Earlier this year, the Portsmouth Redevelopment and <br />Housing Authority (PRHA) sold land-it owned in the 3100 block <br />of Ballard Avenue in the Hattonsville Redevelopment Project <br />for use as an office and warehouse facility for a land <br />clearing and hauling busmness. In con]unction with this <br />development, the new property owner desires to acquire an <br />adjacent parcel owned by the City. The City's parcel is <br />approximately 2,262 square feet. <br /> <br /> This land is not large enough to developed for other <br />purposes, and conveyance of the property would place it back <br />on the tax rolls. Accordingly, I recommend that you adopt a <br />resolution authorizing the transfer of the property to PRHA." <br /> <br /> Motion by Mr. Clemons, and seconded by Mr. Robinett, <br />adopt the following resolution, and was adopted by the <br />following vote: <br /> <br />to <br /> <br /> "A RESOLUTION AUTHORIZING THE CITY MANAGER TO CONVEY A <br />PARCEL OF PROPERTY ADJACENT TO BALLARD AVENUE TO PORTSMOUTH <br />REDEVELOPMENT AND HOUSING AUTHORITY. <br /> <br /> BE IT RESOLVED, by the Council of the City of <br />Portsmouth, Virginia, that the City Manager be, and he hereby <br />is, authorized to convey by deed of SPECIAL WARRANTY to <br />Portsmouth Redevelopment & Housing Authority the following <br />described property, to-wit: <br /> <br /> All that certain lot, piece or parcel of land, situate <br />mn the City of Portsmouth, Virginia, and being Parcel 8.4 as <br />shown on that certain plat entitled: "Plat Showing~Survey of <br />Acquisition Parcels 9 & 10-Tax Plate 563 And Parcel~ 8.4-Tax <br />Plate 564, Hattonsville Redevelopment Project, PortSmouth, <br />Virginia For Portsmouth Redevelopment & Housing Authority", <br />dated February 26,. 1996, made by AML Surveying, which said <br />plat is to be recorded simultaneously with said deed for a <br />more particular description. <br /> <br /> BE IT FURTHER RESOLVED that the City Manager is hereby <br />authorized to reserve such easements as may be necessary for <br />construction and maintenance of public utilities over and <br />across said property, as he may in his discretion deem <br />appropriate." <br /> <br />Ayes: Benn, Clemons, <br />Nays: None <br /> <br />Griffin, Martin, Pitts, Robinett, MolleY <br /> - NEW BUSINESS - ~ <br /> <br />96-263 - Mr. Clemons offered the following nominations to <br />Boards and Commissions: <br /> <br />Board of Buildinq Code Appeals <br /> <br />Donald Riddick to be reappointed to fill a three year term <br />ending August 31, 1999. <br /> <br />Portsmouth Redevelopment and Housinq Authority <br /> <br />Diane Griffin to be reappOinted to fill a four year term <br />ending August 31, 2000. <br /> <br />Tidewater Transportation District COmmission <br /> <br />Cameron Pitts to be appointed effective July 24, 1996. <br /> <br />Johnny Clemons to be appointed effective July 24, 1996. <br /> <br /> <br />
