Griffin, Sr., J. ames T ~'Martin, Cameron C./Pitts, <br />Rb~inett~, Jr.~J.-Th~Rs. Be~nI%I,.Ronm3~d Wl-~ias~-ie~--~ <br />City Manager, G. Timothy Oksman, City Attorney. <br /> <br /> Vice Mayor Clemons opened the meeting with prayer which <br />was followed by the Pledge of Allegiance to the Flag. <br /> <br /> Mayor Holley called the meeting to order and welcomed <br />all in attendance. <br /> <br /> Motion of Mr. Pitts, and seconded by Mr. Martin, to <br />approve the minutes of a Regular Meeting on July 8, 1996; a <br />Called Meeting on July 9, 1996; and a Regular Meeting on July <br />9, 1996, and was adopted by unanimous vote. <br /> <br />96-258 - Proclamation presented to Gaile Bishop for "National <br />Night Out." <br /> <br />96-259 - Non-Agenda Speakers <br /> <br />1. Toni Smaw-Bembry, 801 Crawford Street, spoke on the health <br />insurance benefits of City employees. <br /> <br />2. Helen Person, 1314 Green Street, spoke on the relocation <br />of Washington Park residents. <br /> <br />3. Linda Price King, 225 Fresbi Drive, Chesapeake, <br /> relec~ti~n of Washington Pa~k <br /> <br /> Motion by Mr. Griffin, <br />have City staff contact Ms. <br />have staff report findings <br />by a vote of 6-1 (Clemons). <br /> <br />spoke on <br /> <br />and seconded by Mr. Robinett, to <br />King to discuss options, and to <br />to City Council, and was adopted <br /> <br />4. Elijah Sharp, 702 Hancock Avenue, thanked Council for <br />successful resolutions to various concerns and requested a <br />library be located in the Cavalier Manor neighborhood. <br /> <br />PUBLIC HEARING - <br /> <br />96-260 - Public hearing to consider amending Section 35-372 <br />of the Code of the City of Portsmouth, Virginia (1988), <br />pertaining to Bingo Admission Taxes. <br /> <br />There were no speakers. <br /> <br />- UNFINISHED BUSINESS <br /> <br />CONSENT AGENDA <br /> <br />96-235 - Rezoning and use permits: <br /> <br /> Motion by Mr, Robinett, and seconded by Mr. Martin, to <br />adopt the following ordinances and resolutions, approved on <br />first reading at the Public Hearing meeting on July 8, 1996, <br />and was adopted by the following vote: <br /> <br />96-235(b) : <br /> <br />"ZONING AMENDMENT ORDINANCE Z-96-07." <br /> <br /> <br />
