<br />10th - The Acting City Manager presented the following letter and resolu-

<br /> "Enclosed herewith is a plan for bus transportation in Portsmouth, v~th ex-
<br />planatory maps, which this office is submitting through you to the City Council. It is believ-
<br />ed that this plan provides for better locsl transportation with the maximum of efficiency.
<br /> The plan contemplates one new line to Swanson Homes, a re-routing of the
<br />Park View and West Park View Lines, minor changes in the Port Norfolk and Pinners Point, Pren-
<br />tis Park and Southgate ~Terminal lines. No c~ges are suggested in the routing of Cradock,
<br />Cradock Extension, Glensheallah~ Navy Yard, PiedMont and Truxton and WeSthaven linesZ
<br /> It is suggested that the company be encouraged to connect or ~'through-
<br />route" any two lines which may be so connected in the downtown area as to improve the efficienc~
<br />of the service. Service during off-peak periods should be adjusted to the O.D.T. standard of
<br />erage seated load.
<br /> "The general practice of bus operators is to provide seats
<br /> in excess of the number of passengers during non-rush hours.
<br /> This practice should be modified so tha~ buses and. trolley
<br /> coaches carry at least full seated loads during non-rush
<br /> hours."

<br /> If the Council wishes to modify this p lan, this Office will be pleased to
<br />consider such changes if they are submitted to us. %~uen a final plan is agreed ~oon, it is sug-
<br />gested that the Council might passan ordinance authorizing the company to operate under the
<br />plan, whereupon this Office will make any necessary modification in the Certificate of War Nec-
<br />essity issued to Virginia Electric & PowerCompany.

<br />"~HEREAS~ the Hon. P~N. Simmons, B~gional Director, Office
<br />of Defense Transportation, Division of Local Transport,
<br />Eastern Region~ has submitted to Arthur S~ Owens,City Mam.-
<br />ager of this City, a pls~u for changing the bus routes of
<br />the Park View, West Park View, Port Norfolk and other bus
<br />lines i n this City, and,
<br />
<br />WHEREAS, the changes as suggested will give a most indirect
<br />service to the Parrish Memorial Hospital and will considerably
<br />curtail and also give ~u indirect service to the United States
<br />Naval Hospital and the Kings Daughters Hospital, and will not
<br />serve to the best advantage the ir~habitants of the City,
<br />
<br />NOW, THFiREFORE, BE IT ~OLVED by the Council of the City of
<br />Portsmouth, Virginia, that the Office of Defense Transporta-
<br />tion be and they are hereby requested to allow the ~irginia
<br />Electric & Power Company to determin~ the routes of the bus
<br />lines.~
