<br />On November 12th, 1942, and December 26th, 1942, the National
<br />Labor Board and the Commissioner o f Internal Revenue issued Joint
<br />statements with respect to the procedure to be followed in making
<br />adjustments in salaries.and wages of state~ county,municipal and
<br />other non-federal governmental employees. It was stated that Con-
<br />gress in-the Act of October 2nd, 1942, clearly intended that all
<br />employers end all employees would be covered by the national stabi -
<br />lization policy, and since millions of public employees are engaged
<br />in the same, kind of work as private employers. It was also stated
<br />that the Joint Committee on Salaries and ~ages had been authorized
<br />to advise whether particular adjustments were in accordance with
<br />the national stabilization policy°"
