Leigh, Leslie F <br /> T. ox, George L. Gtimes, RuSsell E.Nall, <br />James~ Howard, W. R~ Hutchins~ F~ank~ D.~ Lawrence, C.E.Warren, <br />Pearls J. Wilson. and Arthur 8. Owens, 0ity Manager. <br /> <br />CounciL, was read~ <br /> <br />~n~tes of regular meeting held October 12th were read and approved. <br />~The following letter which was presented at the last meeting of ~he <br /> <br /> "There have been two ~op!ica~ions for theatres i n the ~00 Block of <br />High-St., and objections have been received from.citizens, as to.the feasibility of having a <br />theatre in this area. <br /> ~y office has held up t~e issuance of permits in order tha~ the Coun- <br />cil may decide whether these permits should~De granted~" <br /> <br /> Me,ion c f Mr. Hutohins that the rules be suspended and that we take <br />from the table the~ two ~oplications for a permit to allewmotlo~ picture theatres in the 900 <br />block of High S~., one at 920 High St. and the other at 906~8 High St., was adopted. <br /> <br />heimer and Gummings <br />against. <br /> <br /> In consideration of said application, Messrs. Major M.~ Hillard, Her- <br />spoke in favor of, and Messrso J. S. LaWrence and C. ~ Cooper spoke <br /> <br /> Motion of Mr. Wilson ~o refuse to gran~ said applicat&on was adopted, <br />and by the following vote: <br /> <br />Ayes: Leigh, Fox, Grimes, Hall, Howard, Hutehins, Lawrence, <br /> Warren, ~ilson <br />Nays: None <br /> <br />The .following eommun~'~cations from th~ City Manager were read: <br /> <br /> tst - "At the regular meeting of the City Council, on September l~th, <br />you referred to me a study for a Curfew Ordinance <br /> A~fter making a Careful study of the conaitions in the City Of <br />Portsmouth, relative to a curfew, I respectfully recommend that we hold in abeyance any actio~ <br />toward establishing a curfew for tb~s City, until e~oeriencesof other cities have been ob - <br /> <br />adopted. <br /> <br />Motion of Mr. Fox ~o concur in the Managsr's recommendation, was <br /> <br /> ~2nd - "Wi~h reference to the Nottaway River line, I would appreciate <br />the adoption of the attached resolution." <br /> <br />Reso !u~ion - <br /> <br />"WHEREAS, acertain water line, kn~ as the Nottaway <br />River Water Line, has been O0nstructed by the Federal <br />~orks Agency of the United Sta~es, ~o augmen~ the water <br />needs for the southern side of the Ha~mpton Reads area, <br />and it has ccme to the attemtion.of the Council of.the <br />City o f Portsmouth, that the~ Federal Works Agency has <br />entered into negotiation with the~Cit~ of ~folk for <br />the sale and purchase of this line, <br /> <br />THEREFOBE, Be it Resolved by the Council of ~heOity of <br />Portsmouth, Virginias I~ is pertinen~ t~ :the. interests <br />and welfare of the City of Portsmouth, that the Federal <br />Works Agency be requeste~ no~ to di'.spose of this line <br />unless there be incorporated i~ the bill of sal~con <br />dillon, and after ~he Oity of NorfotE h~s'~ter~d i. nto ~ <br />contract with the City of Portsmouth agreeing that should <br />the 0ity of Portsmouth find it necessary to use water from <br />this line either by e~.m~_rgenc~, drought, dam breakage, in - <br />dUstrial or residential growth, or neeessi~y of ~a~4YdescriD- <br />t~0n, that the aforesaid City of PortSmb~th will me grante~ <br />the righ~ to purchase at all times.mwa~er furnished thrQugh <br />~his line up to ~$ ~ its output at the actual cost o~ <br />p~mp2n~'~aw~wa~e~ fromi._the~ri~er?to~thet2ortsm~uth~O~y~Lake <br />~lthout:;~Verhead cost in operating the City of Norfolk water <br />system. <br /> <br />Be it Further Resolved: That copies of this resolution be <br />forwarded to propsr officials of the City of Norfolk and <br />the Federal Works Agency.~ <br /> <br />following vote: <br /> <br />On motion of Mr. Hutchins, said resolution was adopted, and by the I <br /> <br />Ayes: Leigh, Fox, Grimes, Hall, Howard, <br /> Lawrence, Warren, Wilson <br />N~vs: None <br /> <br />Hutchins, <br /> <br /> <br />
