<br />machinery, it will be impossible to construct a sewage
<br />disposal system for the City, within the three year period
<br />set fort2~in the Acts of the General Assembly of Virginia,
<br />approved on April 2nd, 19~2, and it is necessary that the
<br />Ci~F be granted additions.1 ~tlm~m$
<br />NOW, THEREPORE, Be it Resolved by the Oouneil of the City
<br />of Portsmouth that ~the Ha~tO~-Roade ~anltation Commission
<br />or other proper authority, beck,nd it ~ hereby requested to
<br />grant to ~the Oi~y of Portsmouth an additional period of two

<br />WHEREA~, through the rulings of the Office cf Defense
<br />Transportation, both_the residents of the City and workers
<br />in the Norfolk Navy Yard have been severely inconvenienced,

<br />WREREAS, the intent of the Office of Defense Transportation
<br />is to conserve gasolGne, motor equipment and rubber, the
<br />order specifiCally~fails to l~.rovide this necessity~
<br />~EEREA~, due to this inconvenience, undue hardships have
<br />been caused these workers, .which ~subsequent!y ~made them
<br />lose time f~m work, thereby dec~easing production,

<br />to proceed legally through the courts by proper legislation
