<br /> The following communications from the City Manager were read:

<br /> let - "It is my pleasure to report that Dr. W. K. Sharings, Regional Director of
<br />the United States Public Health Service~ has agreed to make a re-survey of conditions in and
<br />around Portsmouth relative to the need for a colored hospital, and I have been assured by Dr.
<br />Sharps that a careful survey will be made at an early date~" On motion ordered filed.
<br /> 2nd - ,I have filed with the Federal Works Agency an application for colored end
<br />white recreational centers~ I shall keep you informed as to the progress of these two pro -
<br />Jects."

<br /> 3rd "Plans have already been started~for the paving of London St. end. Just as
<br />soon as the weather allows, we expect to start on this work and it is my hope that sufficient
<br />amount of money will be left in the project to allow me ~o request funds for a two~way radio
<br />for our Police Department, which is of such importance in the efficient operation of our de -
<br />partments.~

<br /> 4th - "I reported to you at our last meeting, on December 28th, 1943, that the
<br />Federal Government had offered the City temporary quarters for a Child Care Center and this
<br />was referred ~o the Day Nurser~v Committee.
<br /> Since that time, I have been~requested to see these houses at Dublin,Va.,
<br />and hone within a few days to see exactly how they are constructed and report back to you at
<br />the next regular meeting.~

<br /> 5th ~ "On January 5th, 1944, the City Managers of Norfolk and Ne~ort News
<br />Joined with me and held a conference in Washington with Corrington Gill, Presidentts represen-
<br />tative for Congested Areas, and J. H~rold Smith, Director of the Budget, and Russell M. Hummel,
<br />Area Representative.
<br /> We recuested this conference in an attempt ~o bring to the attention of
<br />the Congested Area Committee our belief that the Federal agencies~ were not accelerating efforts
<br />to meet the expanded conditions and the red tape continued to e~mesh us to such an extent that
<br />our efforts were handicapped in providing facilities necessary for the War effort.
<br /> We were assured by Mr. Smith that if we would place our projects in se -
<br />quence of import.ance, that tile Congested Areas 0ommittse would give it their attention and do
<br />everything possible to expedite the needs here."
