Fox to concur in the Attorney's recommendation was 18th - The following letter was read and referred to the Ci'ty Manager: ~'We wish to endorse the activities of the City Manager and the De - partment of Public Welfare in trying to-secure a detention home for Juvenile offenders for the Portsmouth - Norfolk County area. We not only hope that you Will, but urge you to consider this matter favorably. We also pledge you any help we can give in seeing this undertaking through. Grobb, Secretary." 19th - Mr. Fox presented the following resolution: "~HEREAS, Senate Bill No. 85 proyides for ageneral survey to deform%ne the matter of construction of a tunsel be- tween Norfolk ane Portsmouth and further provides that $100,000.00 for making the survey to be paid out of funds allocated to the ~uffolk District of the Virginia Highway, - AND WHEREAS, the Council of the City of Portsmouth is of theopinion that a comprehensive survey ~ehould be made but does not feel Shat the funds for doing such work shoul~ be taken f~om the Suffolk District exclusively, NOW THEBEFORE BE IT RESOLVED that this 0ouncil of the C~ty of Portsmouth reguests its members of the Legislature to oppose Senate Bill No. 85 insofar as the entire cost of the Survey willbe charged against the Suffolk District Highway Funds and request that they endeavor to have an amendment trans- ferring such funds as may be necessary from the general Highway Funds for the entire Sta~e~ BE IT FURTHER RESOLVED that a copy of this resolution be sent to the City of Norfolk, City of Suffolk, City'of South Norfolk, City of Virginia Beach and to t he Supervisors of the Counties of Nansemond, Princess Anne, Norfolk, Isle of Wi&hr and Southampton." On motion of Mr. Fox, said resolution was adopted. first reading: On motion of 2r. Wilson, the following ordinance was placed on its "AN ORDINANCE TO LIMIT PARKING ON NORTH STREET" Mr. Coker, Chairman of Democratic Executive Committee, asked the Council to' provide a new voting place in Lee Ward.
