<br />Mr. Lawrence_presented the following resolution:

<br />"WHEREAS', the Hampton Roads Port DeVelopment Committee has
<br />requ~ested that the City of Portsmouth confirm the personnel
<br />of their committee and approve its policies and program as
<br />outlined in their letter of November 15, 1943~
<br />BE IT RESOLVED~ THEREFORE~ Tha~ the Portsmouth City Council
<br />approve without prejudice the membership of t he Hampton Ro~Is
<br />Port Development Committee
<br />
<br />BE IT FURTHER RESOLVED that the program and policies b~ ap -
<br />proved in spirit, but that this body reserve un~o itself the
<br />right~ to criticize and/or oppose any action that it might con -
<br />side~ as ~eing against the best interest of the City of Ports-
<br />mouth°
<br />BE IT FURTHER RESOLVED that Mr. Frank D. Lawrence be ~opointed
<br />as the contact man between the Portsmouth City Council and the
<br />Hampton Roads Por~ Development Committee with the distinct under-
<br />standing that the Portsmouth City Council shall not be committed
<br />to any course of action without its officially expressed prior
<br />approval.~

<br />"The following resolution unanimously ~dopted at the meeting held
<br />in the zooms of the Portsmouth Chamber of Commerce, February 15th,
<br />~44, at ~hich~meeti~~ ~her~ w~r~ representatives from the City
<br />ouncil o r~or~smouth, ~oara or Supervisors or ~orfolk Ceunty,
<br />the Portsmouth Chamber of Commerce; Norfolk County Chamber of
<br />merce; Portsmouth~Housing Authority and others:
<br />WF~REAS, there has been constructed by the Federal Covernment in
<br />the City of Portsmouth, and contiguous thereto i n Norfolk County,
<br />Virginia, as well as in o~her cities and communities, a vast amount
<br />of public war housing made necessary by the emergencies of war, and
<br />E~EREAS, much of this housing was constructed in haste as a war
<br />measure, and in many instances without regard to city planning and
<br />sometimes in violation of local zoning, building or planning regu -
<br />!ations, and
<br />WHEREAS, it is inevitable that the improper disposition of this
<br />public war housing by the Federal Government at, or prior to the
<br />termination of the present war emergenc~, will adversely affect the
<br />general welfare of Portsmouth ~nd Norfolk County as well as other
<br />cities and communities in which it is located, and
<br />WHEREAS, the disposition of public war housingmbuilt in violation
<br />of local zoning, building~or pl&uning regulations should be a mat-
<br />ter for local determination, depending upon the housing and plan -
<br />ning needs for a particular city or community, and
<br />~fHEREA$: there exDsts in the City of Portsmouth, the County seat of
<br />Norfolk County, Virginia, and in many other cities and communities
<br />in which such public war housing has been constructed, a Housing
<br />Authority, created p~ior to the war emergency period as authorized
<br />by State and Federal l~gislation, with ~ existing legal relation-
<br />ship with the local governmen~ and the Federal Government in matters
<br />relating ~o public housing;
<br />THEREFORE, BE IT RESOLVED by the memberships here representative of
<br />the Council of ~he City of Portsmouth~ Virginia; the Housing Autho -
<br />rity of the City of Portsmouth; the Board of Supervisors of Norfolk
<br />County; the Chamber of Commerpe of Portsmouth, Va., the Chamber of
<br />Commerce of Norfolk County~ the Norfolk Navy Yard and the Real Es -
<br />tare Board of the City of Portsmouth, in joint'meeting assembled as
<br />follows:
<br />
<br />(!) That in disposition of public war housing is a matter for
<br /> local determination by the governing bodies of such com -
<br /> munities.
<br />(2) That no public war housing shall be disposed of without
<br /> the prior approval of the local governing bodies of the
<br /> communities where such public war housing is situated.
<br />(3) That for the purposes of this resolution, the term
<br /> "public war housing" shall mean all temporary Federally-
<br /> owned dwelling units.
